Please update your address information if you have a permanent address in both Finland and Estonia

Effective December 2025, a permanent address may be registered in either Finland or Estonia, not in both countries at the same time. Information on people moving from one country to the other will then be automatically exchanged between Finland and Estonia. If you suspect that you have a permanent address in both Finland and Estonia, please check and, if necessary, update your address information without delay.

Report your address to us now 

Check your address in the Finnish and Estonian population registers.  

If you only have a permanent address in the population register of one of the two countries, you do not need to take any action. Otherwise, do the following:  

A) If you have a permanent address in both countries, please indicate which one you actually live in on a permanent basis.  
- If you live permanently in Finland, report this to the Estonian authorities in order to end your permanent address in Estonia.  
- If you live permanently in Estonia, report this to us using the joint change of address notification form of the Digital and Population Data Services Agency  and Posti in order to end your permanent address in Finland.  

B) If you live in Finland but have an outdated address in the Finnish Population Information System, report your new address to us using the joint change of address notification form of the Digital and Population Data Services Agency and Posti. In addition, inform the Estonian authorities that you do not live in Estonia. 

We request that you report your address in January 2026 

In January 2026, we will send a request for information to persons who still have a permanent address in both countries. In the request for information, we ask you to state in which country you will retain a permanent address. The request will be sent by mail or via Suomi.fi Messages.  

If we do not receive a statement on your address, we will resolve the matter with the information in our possession. If a person’s own opinion on their permanent address (that is; place of residence) cannot be established, their permanent address will remain in the country in which it was last updated. The permanent address registered in the other country will be marked as terminated.

Legislation related to the matter 

Finland and Estonia have concluded a treaty on the registration of their population. The treaty states that a person may only have a permanent, valid address in one country at a given time either in Finland or Estonia. If a person has a permanent address in both countries, they may retain only one of them. The person will retain the address they consider to be the residence they live at because of their family relationships, livelihood or other similar circumstances, and to which they are most closely connected. If a person’s own opinion on their permanent address (place of residence) cannot be established, it will remain in the country in which it was last updated.
