The use of Suomi.fi Messages is currently growing very quickly. The number of citizens using the service has increased by about 1 million during the year, and now more than 2.5 million people are using Suomi.fi Messages. At the same time, a large number of organisations have also adopted the service and are sending messages and documents to their customers via Suomi.fi Messages.
Growth will accelerate further in 2026 when legislation on the digital priority of official mail comes into force. It is estimated that the authorities will reach more than 4 million people through Suomi.fi Messages. This will reduce the need for paper mail, cut costs and speed up the delivery of messages.
With rapidly growing user numbers and the upcoming change in the law, many organisations are now wondering whether they have an obligation or a right to use Suomi.fi Messages. This bulletin will help you to identify the position of your organisation.
Should my organisation be obliged to use Suomi.fi Messages?
Suomi.fi Messages is an electronic messaging service for public administration, the use of which is regulated by the Act on Common Administrative e-Service Support Services (571/2016). For organisations that are obliged to use the service, this is a statutory obligation, while those with the right to use the service have the possibility to use it to perform their statutory tasks.
The obligation to use the service means that an organisation must use Suomi.fi Messages in the performance of its statutory tasks.
Organisations obliged to use the service are:
- Central government authorities, agencies, as well as institutions and state enterprises
- Wellbeing services counties
- Municipal authorities, including joint municipal authorities, when performing statutory tasks
- PLEASE NOTE The municipalities in Åland have the right to use Suomi.fi messages instead of the obligation.
- Courts of law and other bodies for the administration of law
From 2026 onwards, the organisations obliged to use the service will have to send their notifications primarily to Suomi.fi Messages.
Such notifications include
- decisions
- notices (e.g. inspections or hearings)
- invitations (e.g. for legal testimonies or events where a party makes an oral statement)
- other documents that affect official processing (e.g. requests for supplementary information, inspection reports, notifications document arrival, estimates of when a decision was issued)
In addition to notifications, organisations can also use the service for other customer communications, such as confirming appointments, invoices, reminders and requests for additional information.
Does my organisation have the right to use Suomi.fi Messages?
Organisations with the right to use Suomi.fi Messages may use the service, but its use is not mandatory.
The right to use is based on the fact that an organisation is performing a statutory public administrative task. Private organisations cannot use the service unless they have been given a public administrative task.
Organisations with the right to use the service may include:
- Joint municipal authorities (depending on the function)
- Different ownership-based educational institutions
- Pension and insurance companies performing statutory tasks
- Other organisations entrusted with a public administrative task
Once as many organisations as possible with the right to use Suomi.fi Messages are using the service, citizens will receive mail from as many organisations as possible at one secure location.
The organisations can then ensure that the messages they send actually reach the recipients. The status information of Suomi.fi Messages, which allows you to track the delivery of electronic messages to the recipient, can be monitored.

- insurance companies: messages concerning insurance for occupational accidents and illnesses
