Registration of a foreigner's personal data in the Population Information System

Who can get a personal identity code?

You can get a personal identity code if you are residing legally in Finland and there are grounds for registration, such as:

  • working in Finland and you have the right to work
  • studying in Finland
  • a family member who already has a registered address in Finland
  • a residence permit or card from the Finnish Immigration Service or a registration decision of the right of residence for an EU citizen

Do the following

  1. Request a personal identity code by filling out the online form

    • You can also request a personal identity code on the same form for your child who is under 18 and moving to Finland at the same time with you. Only one of the child's parents request the personal identity code for the child, so please submit only one request for the child.
    • You can also apply municipality of residence if the conditions for receiving this are met.

    If you are not able to use the online form, print out and deliver the filled-out paper form. You will find a link to the paper form at the bottom of the page.

  2. If required, fill out the forms on your family relationships

    You must also present us with an official certificate showing the information (for example marriage or parenthood). Check if the document must be legalised or translated.

  3. Book an appointment to personal visit

    Book an appointment to service "Registration of a foreigner´s personal data".

    • Everyone requesting for the personal identity code must visit in person, including children.
    • If you are a student, first check with your educational institution or tutor, if they have booked a joint visit.

    Please bring with you the appropriate documents for your situation to your appointment:

    • a valid passport or an official photo ID card of a citizen from an EU member country, Iceland, Norway, Liechtenstein, Switzerland, or San Marino
    • a residence permit card or any other possible proof that you are residing legally in Finland
    • a certificate of registration of the right of residence for EU citizens
    • proof of work or studies in Finland, for example, a certificate of student status or an employment contract (employee, check your right to work)
    • if you are also requesting the registration of family relationships in addition to the personal identity code, bring completed forms and, if required, legalised and translated certificates.

Processing time

  • Finnish identity code request (work, study) 4–6 weeks
  • Finnish identity code request (other) 8–10 weeks.
  • The processing time begins from the day of the visit.
