The Digital and Population Data Services Agency provides the Population Information System query interface for public organisations. Using the service requires a data permit and the organisation’s commitment to comply with the permit conditions. The scope of the data content is defined on an organisation-specific basis according to the needs of official duties.
Using the Population Information System query interface requires the use of the Suomi.fi Data Exchange Layer. Using a server certificate is possible with an exception permit.

Before registering for the service, read more about the Digital and Population Data Services Agency's services and the terms and conditions of e-service on our customer website.
Apply for a data permit in e-services
- Go to the e-services
- a) If you have already signed up for a client account, log in when you sign up using the email address and password you entered or using Suomi.fi e-Identification. If you do not remember your password, click the "Forgot your password" link.
b) If you have not yet registered for a customer account, press the Register button. - After logging in, select the "Fill in a new application" section from the top bar of the e-service.
- Choose that you represent the public sector.
- Next, select "I would like to search the Population Information System".
- Select "Data permit application for the Population Information System interface" from the menu that opens and press the "Start" button.
- Fill in the application. You can only submit the form for processing after all the required fields have been filled in. Check that all fields are marked with a green symbol indicating that the field is correctly filled in.
- Finally, check the information you entered and press the "Send to the Digital and Population Data Services Agency" button.

For example, municipalities, joint municipal authorities for social welfare and health care and hospital districts can order the service in the e-service using a slightly more straight-forward procedure, as they have an indefinite umbrella permit for the Population Information System query interface. N.B. This application can only be done in Finnish or Swedish.

Deploying the Population Information System query interface via the Data Exchange Layer
- Join Suomi.fi Service Management.
- Join the Suomi.fi Data Exchange Layer.
- Apply for a right to use the test data exchange layer.
- Select the appropriate Security Server solution.
- Define at least one subsystem for the Security Server.
- Test the data exchange layer in the test environment using the Data Exchange Layer test service.
- Apply for a right to use Population Information System query interface in data exchange layers test environment. Integrate and test according to the Population Information System query interface instructions.
- Apply for a right to use the Population Information System query interface in data exchange layers production environment and go to the production environment.
N.B. You should apply for the Population Information System query interface data permit simultaneously with the Suomi.fi Data Exchange Layer permit.
