The new Ministry of Finance Decree on Fees Charged for Digital and Population Data Services Agency Performances in 2025 has been published. As a result, the public sector price list for the browser-based Population Information System query changed starting January 1, 2025. The price changes are available in the "Price list" section of this website.

The Browser-based Population Information System query is a web-based service tailored for organisational employees. It enables users to access up-to-date, individual data on persons, buildings, or dwellings from the Population Information System.
Accessing the Population Information System Query requires a data permit issued by the Digital and Population Data Services Agency, along with the organisation's agreement to comply with the permit conditions. The permit specifies the types of data that the organisation's users are authorised to retrieve. The extent of information available for professional or official purposes is determined on a case-by-case basis for each organisation, and user rights are task-specific.

An alternative to the Browser-Based Population Information System query is the Population Information System query interface, which allows organisations to retrieve information directly into their own data systems.
Implementation of the service
First, familiarize yourself with the conditions for using population data and the terms of useFile opens in a new tabyja-document-link-opens-in-a-new-tab. After that, you can submit a data permit application by following the steps below.
- Go to the e-serviceLink to an external website, Opens in a new tabyja-external-link-opens-in-a-new-tab
- a) If you have already registered for a customer account, log in with the email address and password you entered when you registered, or using the Suomi.fi e-Identification. If you do not remember your password, click on the Forgot your password link.
b) If you have not yet registered for a customer account, press the Register button. - After logging in, ensure that you are on the correct organisation's account. You can see the organisation's name in the top menu bar below your name. If needed, you can switch accounts from the menu in the top-right corner by selecting Organisation.
- When you have the correct account, press the Fill in a new application button at the top of the e-service.
- Choose the appropriate tab depending on whether you represent the public sector, or businesses and organisations.
- Next, select I would like to search the Population Information System.
- Go to Data permit application for the browser-based Population Information System query and press the Start button.
- Complete the application details. The application must include, among other things, the purpose of use for the data, justification for why the requested data is needed, and an explanation of how the data will be protected. You can submit the form for processing only after all the required fields have been filled out. Check that a green symbol is displayed next to each field, indicating that the field has been completed correctly.
- Finally, check the information you entered and press the Send to the Digital and Population Data Services Agency button.

An umbrella permit refers to a data permit granted for a specific sector, activity, or purpose of use. Umbrella permits have been created for organisations with the same kind of data needs. Umbrella permits can be selected in the data permit application from the application type menu.
In the e-service, it is possible to apply, among others, the following umbrella permits:
- Maintenance and property management companies, door opening
- Wellbeing services counties
- Vehicle inspection stations
- Municipalities
- Educational institutions
- Banks
- Collection agencies
- Parishes
- THL’s Shelter services
Disruption notification list
Email addresses on the disruption notification list will be notified of any disruptions in the Browser-based Population Information System query.

Price list
Local and central government authorities as well as welfare authorities can use the Population Information System query application free of charge for the most part. Other public sector customers are charged the following fees for using the service:
- Population system data EUR 0.081 per search
- Identity verification EUR 0.20 per search
- Printouts EUR 0.29 per print
- Fixed user-specific monthly fee per username: EUR 1
The user-specific monthly fee applies to search service users and administration service users.
The use of the user statistics and the use of the training environment are free of charge.
The minimum charge for Population Information System query per invoicing address is EUR 9 per invoice per month.
- Population Information System data EUR 0.42 per search (effective from 1.1.2025: EUR 0.46 per search)
- Identity verification EUR 0.75 per search (effective from 1.1.2025: EUR 0.82 per search)
- Fixed user-specific monthly fee per user: EUR 1
The user-specific monthly fee applies to search service users and administration service users.
The use of the user statistics and the use of the training environment are free of charge.
The minimum charge for Population Information System query per invoicing address is EUR 7 per invoice per month (effective from 1.1.2025: EUR 9 per invoice per month).
Data usage and monitoring
The data from the Population Information System may only be used for the work and official tasks specified in the data permit. The use or viewing of data for personal purposes is expressly forbidden. All data processing must adhere to due diligence and good data processing practices, with consideration for data protection and data security.
The data in the Population Information System is not public, and the data must not be disclosed to third parties.
The Digital and Population Data Services Agency monitors and supervises the use of Population Information System query. The possible consequences of misusing Population Information System query include issuing a notice to the organisation concerning the processing of Population Information System data, the suspension of the user's rights for a fixed period or until further notice, or the termination of the organisation’s data permit. In more serious cases, the offence will be reported to the police.
Please note these before using the service
Responsible users
When the organisation has been granted a data permission, the organisation assigns their responsible users from their staff. More information and instructions for responsible users can be found on the responsible users website.
User rights
Personal user rights are required to retrieve data from the service. Responsible users add user rights for their organisation's employees in the BDSförfrågan.
User rights for the service are also organisation-specific, so when you change employers, your user rights must be updated in the new employer's service organisation.

An online course is available for users of the Browser-based Population Information System query, providing an introduction to the basics of the service. The online course is completed within the query application.
The training environment for the Browser-based Population Information System query allows users to practice using the service. All users of the query have access to the training environment, and no separate user rights for it are granted.
