Population Information System query is a browser-based service provided by the Digital and Population Data Services Agency where you can retrieve individual up-to-date personal data, building information, or information on dwellings from the Population Information System.
The exact data content disclosed to the customer organisation is determined with the Digital and Population Data Services Agency on a case-by-case basis. As a rule, unique identifiers (such as the personal identity code or the building code) are used as search criteria.
The use of Population Information System query requires a data permit issued by the Digital and Population Data Services Agency and the organisation's commitment to the terms of the permit. The application for a data permit is made through the Digital and Population Data Services Agency's eServices.
The application must include the purpose for which the data is to be used, a reasoning of why the data is required and an account of the data protection. Please read the terms and conditions for the use of the Population Information System query (in Finnish or in Swedish).
Each organization must have a responsible user for the Population Information System query. More information about the responsibilities and guidelines for responsible users can be found on the Population Information System query responsible users page.

Steps for applying for a data permit:
- Go to the e-service
- a) If you have already registered for a customer account, log in with the email address and password you entered when you registered, or using the Suomi.fi e-Identification. If you do not remember your password, click on the Forgot your password link.
b) If you have not yet registered for a customer account, press the Register button. - After logging in, press the Fill in a new application button at the top of the e-service.
- Choose the appropriate tab depending on whether you represent the public sector, or businesses and organisations.
- Next, select I would like to search the Population Information System.
- Go to Data permit application for the browser-based Population Information System query and press the Start button.
- Fill in the application. You can only submit the form for processing after all the required fields have been filled in. Check that all fields are marked with a green symbol which means that the field is correctly filled in.
- Finally, check the information you entered and press the Send to the Digital and Population Data Services Agency button.
Public sector organisations
Local and central government authorities as well as welfare authorities can use the Population Information System query application free of charge for the most part. Other public sector customers are charged the following fees for using the service:
- Population system data EUR 0.074 per search
- Identity verification EUR 0.185 per search
- Printouts EUR 0.29 per print
- Fixed user-specific monthly fee per username: EUR 1
Private sector organisations
- Population Information System data EUR 0.42 per search
- Identity verification EUR 0.75 per search
- Fixed user-specific monthly fee per user: EUR 1
The user-specific monthly fee applies to search service users and administration service users.
The use of the user statistics and the use of the training environment are free of charge.
Carrying out searches tailored to the customer is charged according to the actual costs.
The minimum charge for Population Information System query per invoicing address is EUR 7 per invoice per month.
Every organisation must choose at least one responsible user for Population Information System query. The responsible user is in charge of user management, for example adding new users, updating user information and making sure the access rights of the users are applicable.

Processing time

Processing time for the application for a data access authorisation for the Population Information System query is about six weeks.

Processing time for the applications submitted by municipalities and joint municipal authorities is about two weeks.

You can get a new password from the Population Information System query login page by clicking the Order a new password button or by calling customer support at +358 20 343 433.
Contact your organisation's responsible user or the authority that is responsible of your organisation's Population Information System query user rights.
No, this is not possible. Access to the Population Information System query is linked to the user's national identification number. The username and password are the responsibility of the user and must not be disclosed to others. The user is responsible for any damage caused by the disclosure of the username and password to other persons due to the user's negligence.
If the user suspects that their user name or password may have been disclosed to third parties, they should immediately inform the responsible user in their organisation or the authority responsible for user rights.
To log in to Population Information System query with your certificate card, you must first make a manual card connection in Population Information System query. The certificate card has to be issued by the Digital and Population Data Services Agency. You will find instructions in Finnish and Swedish on how to connect the card in the Instructions section of this page.

You can practice using Population Information System query in the training environment. 1. From the Population Information System query main page, select Koulutus from the Ympäristö sub-menu at the bottom of the left-hand menu.
2. Under the heading Kyselypalvelut, select the role you want to use.
The training environment can be distinguished by the green background colour. The system may also ask you to log in again, in this case use your normal login for the Population Information System query. After logging in, the interface will change to a green training environment.

Population Information System query user rights are always organisation-specific, so when your employer has changed, your user rights ought to be updated to your new employer's organisation. Please contact your supervisor to add user rights to your new organisation.

The user may use the data of the Population Information System only for the work and official tasks specified in the Population Information System query data permit issued by the Digital and Population Data Services Agency. All data processing must be carried out with due care and good data processing practice, taking into account data protection and data security.
Using the data for personal purposes is strictly prohibited.
The data in the Population Information System are not public and may not be disclosed to third parties.
The Digital and Population Data Services Agency supervises the use of the Population Information System query data. If misuse of Population Information System query user rights is detected, the user may lose their user rights for a limited period or, in the case of significant misuse, indefinitely. In cases of minor misuse, a warning may be issued to the user. A record of the suspension will also be made in the register of user rights.
If the abuse has been so serious that administrative measures are not sufficient to sanction it, a criminal report will be lodged.
