KELA-EESSI -THE PROCESSING SYSTEM FOR REGISTER REQUESTS INITIATED BY AN AUTHORITY
The processing system processes requests made by the Social Insurance Institution (Kela) to register the data of a foreign person in the Population Information System and to issue a personal identity code to the foreign person. Kela acts as the contact point for EESSI, the Electronic Exchange of Social Security Information system in the EU. As a contact point, Kela also requests personal identity codes for the needs of the Finnish Centre for Pensions and employment pension institutions in situations where they need a personal identity code for foreigners in order to process a case in their information systems.

As the controller, the Digital and Population Data Services Agency is responsible for the Population Information System. The Digital and Population Data Services Agency registers the data of a foreign citizen for the first time in the Population Information System, which is used to issue a personal identity code.
Data in the processing system is processed to register the data of a foreigner in the Population Information System. Pursuant to section 5 of the Act on the Population Information System and Certificate Services Provided by the Digital and Population Data Services Agency (661/2009), personal data in the Population Information System is maintained in order to enable, implement and safeguard societal functions and information services as well as the rights and obligations of its members.
Requests for registering a foreign person’s data are stored in the Population Information System on a permanent basis, as is the case with personal data registered on the basis of requests.
Data processed in the processing system consists of
- the foreign person’s identification data, i.e. names, date of birth, place of birth, nationality and personal identity code
- the foreign person’s contact details i.e. address
- identification data of the case in Kela
The data is obtained from Kela, which receives it from the social security institution of another EU country. Data registered in the Population Information System may also be obtained directly from the registered person and from the Finnish Centre for Pensions.
Data in the processing system is only disclosed to Kela after it requests the registration. Data registered by request in the Population Information System is disclosed on the basis of the data disclosure provisions of the Population Information System. Personal data will not be transferred outside the EU or EEA countries or to international organisations.
Personal data will not be used for automated decision-making.
Right of inspection
You have the right to gain access to your personal data and check its content. You can check your personal information in the Population Information System at: Personal data - Suomi.fi
You can check your personal data processed in the processing system and your personal data registered in the Population Information System by sending a request to check your personal data to the Registry office of the Digital and Population Data Services Agency. Be prepared to provide proof of identity.
Right to revision
You have the right to correct your personal data when you observe that it is inaccurate or incorrect. Submit the written request to the registry’s contact person. In the request for revision, state the information to be corrected and its exact change or addition. Be prepared to provide proof of identity.
Limitations to the rights of the data subject
The service is based on compliance with the controller’s statutory obligation. In these cases, you cannot request that your personal data be deleted or transferred to another system, and, as a rule, you cannot oppose the processing of your personal data.
If you think that your personal data is being processed unlawfully, you can file a complaint with the Office of the Data Protection Ombudsman.
