For digital support providers

Prioritising digital services is a significant change in Finland that affects the daily life of almost every citizen and resident.
Currently, there are approximately 4,300,000 users of Suomi.fi e-Identification for digital transactions. Of them, approximately 1,500,000 people receive digital messages from the authorities.

In other words, the transition to digital official communications will introduce Suomi.fi Messages to roughly 2,800,000 new users. This requires the authorities and support services to provide significant guidance and digital support.

What does the transition to digital communication with authorities mean?

From the beginning of 2026, official mail will chiefly be delivered digitally to everyone who uses electronic services. Suomi.fi Messages will be activated without separate consent for adults who identify in the authorities’ electronic services through Suomi.fi e-Identification if they have not yet activated the service.

Those who cannot use digital services will continue to receive official mail on paper, unless they choose otherwise. It is also possible to easily opt out of electronic messages, after which official communications will be sent by paper mail once more. If a person who has selected paper mail continues to use the e-services, an electronic mailbox will be created again for them after the deadline.

Support and training for digital support providers

We will hold Digital Priority briefings for digital support providers and people that work in the authorities’ customer services once per month this spring.

In these events, we will tell you

  • what the change is about,
  • who it applies to,
  • what will happen next and when, and
  • how and when the change will affect the daily work of digital support providers.

There will also be time for questions and discussion.

The introduction of the briefings will be recorded, and links to the recording will be included on the digital support event page.
