European digital identity wallet

The Digital and Population Data Services Agency is creating a digital identity wallet for Finland. It will be a core smartphone app for all citizens. A digital identity wallet improves secure digital services in Finland and Europe. The Agency will create the wallet application, which will be available by late 2026, after which its features will expand in phases.

In the first phase, citizens can use the wallet as a means of strong electronic identification and to sign documents electronically at the least.

The wallet will improve constantly with new functionalities. It is intended to combine different cards and certificates in one place and to make them easy to use in daily life by enabling the use of various certificates, such as proof of identity or driving licences.

The wallet app will be free of charge and its use voluntary. Users get to decide which data they want to include in their wallets and in which service situations they want to share their data. The wallet improves citizen privacy, as users will always know what they share and with whom. It also mitigates the risk of fraud while improving the management of personal data.

For organisations, the wallet includes many opportunities to better serve their customers, both in Finland and in cross-border transactions. It allows organisations to create digital evidence and thus meet the needs of their customers. It also allows organisations to use the reliable data of the wallet in their own electronic services. The wallet is a safe, uniform and industry-agnostic method to use reliable data.

These wallets are a common way for the EU to introduce reliability and smoothness to transactions in the European single market.

Foundation in the European Union’s eIDAS Regulation

The revised eIDAS Regulation was adopted in May 2024. The revisions extend the previous eIDAS regulation and oblige each EU member state to create a compliant wallet for their citizens by the end of 2026.

The Ministry of Finance has launched a project to steer the implementation of the national digital identity wallet. The Digital and Population Data Services Agency handles the technical implementation of the wallet app. After the wallet is released, other public or private actors can add various certificates to it, depending on their schedules and resources.

Finland participates in the preparation and pilot projects of the European Digital Identity Wallet

In Europe, pilot projects for the European Digital Identity Wallet's use cases are already underway. Finland is an active participant in the preparation of the applicable legislation and is involved in the technical specification work and piloting. By participating in the technical specification process, the Digital and Population Data Services Agency works to ensure that Finland’s opinions are considered and keeps Finnish actors up to date on the progress of the work. The Ministry of Finance coordinates Finland’s participation in the pilot project for the European Digital Identity Wallet and steers the implementation of the eIDAS Regulation in Finland. 

The working group for technical specifications includes representatives from the Digital and Population Data Services Agency and the Finnish Transport and Communications Agency Traficom. In addition, Finland has a wide range of representatives involved in the pilot groups preparing use cases for the wallet. The aim is to ensure that Finnish actors are aware of the progress of the work at the EU level and that Finland's views are communicated and considered. Other Finnish public administration actors, such as Traficom, the Tax Administration, the National Board of Education, and the National Board of Patents and Registration, are also involved in the piloting of wallet solutions.
