Certificates and cards for social welfare and healthcare service providers
The Digital and Population Data Services Agency issues smart cards and certificates for the social welfare and health care sector.
Smart cards for social welfare and healthcare service providers include:
- ID card for regulated social welfare and health care professionals
- ID cards for non-regulated workers
- ID cards for non-clinical staff.
Other cards we issue include:
- replacement cards that can be temporarily used if the smart card is lost or broken
- test cards used for testing smart cards in different systems.
ID card for regulated social welfare and health care professionals
You can order a professional ID card if you are a social welfare or health care professional. A prerequisite is that you have a valid practice right in the Terhikki or Suosikki register.
If you are ordering your first ID card or your previous ID card is no longer valid, you can visit a public social welfare and health care registration point or your own organisation's registration point.
You can renew your ID card on the MyCard service with your current valid ID card. The card can only be renewed when it has less than 3 months of validity.
ID cards for regulated social welfare and healthcare professionals
Personnel and operator cards
An ID card for non-regulated workers is intended for persons who work in the social welfare and health care sector but are not professionals in the sector. These ID cards can be ordered, for example, for archive managers who work in the social welfare and health care sector.
The ID card for non-clinical staff is intended for personnel other than the organisation's own personnel, such as consultants.
Personnel and ID cards are ordered through your own organisation’s registration point or a public registration point authorised by your organisation.
ID cards for non-regulated workers and non-clinical social welfare and healthcare personnel
Replacement cards
The replacement card is intended for temporary use if the certificate card has been lost, broken or forgotten at home.
You can apply for replacement cards either from a public registration point or from your own organisation’s registration point.
Test cards
Test cards are mainly intended for system suppliers. Test cards can be used to test the technical functions of certificate cards, such as logging in to different systems. Test cards do not contain actual personal data and can only be used in test systems.

The organisation may establish its own registration point where certificate cards are registered.
The Vartti system is used for the registration, ordering and lifecycle management of smart cards. The Vartti system can only be used by registrars who have completed the registrar training.

Instructions for using the smart card
The helpdesk supports users with the use of certificate cards. A lost or stolen card must be revoked in the revocation service.

A new smart card must be activated before you can use it, for example, for logging in to a workstation or systems. By activating the card, you activate the certificate and create personal access codes for yourself.

If your PIN code is forgotten, locked, or needs to be changed, you can change it yourself.

Private social welfare and healthcare organisations usually authorise an existing public social welfare and healthcare registration point to order the ID cards for their non-regulated workers and non-clinical social welfare and healthcare personnel.
