Certificates and cards for social welfare and healthcare service providers
The Digital and Population Data Services Agency issues smart cards and certificates for social welfare and healthcare organisations. The certificates in social welfare and healthcare smart cards are used by various social welfare and healthcare systems to reliably identify the users of these systems. In addition, the certificates are used to sign patient documents and electronic prescriptions.
Strong electronic identification is a prerequisite for the implementation of data protection and information security in the national information systems used in social welfare and healthcare. The certificate is used to verify the identity of the cardholder and the veracity, integrity and originality of the information contained in the certificate.
Smart cards for social welfare and healthcare service providers include:
- ID cards for regulated social welfare and healthcare professionals
- personnel and operator cards
- replacement cards
- test cards (for testing technical functionalities)
In addition to card certificates, the Digital and Population Data Services Agency provides the server certificates needed for the use of Kanta services by service providers and pharmacies as well as their IT service providers.
Social welfare and healthcare professionals can order their professional ID cards from any public registration point or renew their card in the WebVartti service. Professional ID cards for non-regulated and non-clinical staff, replacements cards as well as all first-time professional ID cards are to be ordered from a registration point. The registration points use the Vartti system for registering, ordering, and managing the lifecycle of social welfare and healthcare smart cards and certificates. The Vartti system can only be used by registrars who have completed the Digital and Population Data Services Agency’s registrar training.
If your organisation only employs professionals who are registered in the Terhikki or Suosikki register, they can order their professional ID cards from any public registration point. If your organisation also employs other personnel, they will need to order an ID card for non-regulated workers or non-clinical social welfare and healthcare personnel. In this context, the term “other personnel” can refer to, for example, reception secretaries or IT consultants. In this case, a contract with DVV and, if necessary, an authorisation of a registration point, is required. Private social welfare and healthcare organisations usually authorise an existing public social welfare and healthcare registration point to order the ID cards for their non-regulated workers and non-clinical social welfare and healthcare personnel.
