The options for logging in to the browser-based Population Information System query are:
- A certificate card issued by the Digital and Population Data Services Agency and PIN
- Suomi.fi e-Identification (starting from 27 November 2024)
- (a) username, password, and a one-time code from an authenticator app at every login, OR
(b) username, password, and a one-time code from a software token at every login.
The employer decides which login method is used in the organisation or whether several login methods are permitted. Please follow your employer's instructions.

Instructions
You can log in to Population Information System query by using a certificate card issued by the Digital and Population Data Services Agency. The certificate card is tied to the employment relationship or the employer. For example, an organisation card or an ID card for social welfare and healthcare professionals are examples of the certificate card.
To be able to log in with a certificate card, you must manually create a link between the card and the username in Population Information System query. Below, you will find the instructions for creating the link on a video and in a PDF.
Linking a certificate card to the username:
- Log in to Population Information System query by using your username and password. If you do not have a valid link to a certificate card or to an authenticator app you will be directed to the User Service page. You can also access the User Services page after logging in by selecting Link a certificate card from the User Functions menu at the top of Population Information System query’s front page.

Logging in to Population Information System query by using a certificate card (instructions on PDF)
If you log in with a certificate card, you do not also need an authenticator app.
You can log in to the Population Information System query with Suomi.fi e-Identification. Authenticate yourself by clicking the “Suomi.fi” button under the heading “Other login methods.” After authentication, you can use the Population Information System query according to your user rights. Suomi.fi e-Identification does not need to be separately attached to your username, and any previous login methods do not need to be disabled.
You can authenticate using Finnish online banking credentials, a certificate card, a mobile certificate, or the hightrust.id app.
To log in to the Population Information System query with Suomi.fi e-Identification, follow these steps:
- Click the Suomi.fi button on the service’s login page.
- Select the identification method based on the identification tool you have available.
- Follow the instructions for the chosen identification method.

Authenticator app:
You should primarily have a smartphone for logging in with an authenticator app. The authenticator app is downloaded on a smartphone. Applications developed by a reliable party such as Google Authenticator or Microsoft Authenticator are acceptable authenticator apps. Please contact your organisation’s IT support in matters related to smartphones and the authenticator app.

1. Log in to Population Information System query by using your username and password. If you do not have a valid link to an authenticator app, you will be directed to the User Services page. Logging in to Population Information System query by using an authenticator app
- Log in to Population Information System query with your username and password. Logging in requires a confirmation code.
- Open the authenticator app on your smartphone and if necessary, click the account with the name DVV-1 TOTP-2FA. On some phones, the confirmation code is already visible on the main page of the authenticator app.
- Enter the confirmation code you see in the authenticator app into Population Information System query..
Software token:
Instead of a smartphone, you can log in with a programmable MFA device (software token) that supports the TOTP standard. The Digital and Population Data Services Agency does not provide instructions or support on the implementation or use of the MFA device. The login must be confirmed on a different device than the one you used for logging in.
Follow the instructions for linking the authenticator app to the extent they are applicable. Link the software token and your username on the User Services page of Population Information System query by using the function Link an authenticator app. Follow the instructions issued by the manufacturer of the software token in the implementation.
As a public authority, the Digital and Population Data Services Agency cannot give recommendations for which software token organisations should use. The Digital and Population Data Services Agency has tested two software tokens supporting the TOTP standard for the two-step login of Population Information System query. The tested devices are TOKEN2 Evvis QR1 and TOKEN2 C302-i.
When logging into the Population Information System Query for the first time, you must always use either Suomi.fi e-Identification or a username and temporary password. You can obtain the username from the responsible users for the Population Information System Query within your organisation.
The password must always be changed during the first login, even if you logged in using Suomi.fi e-Identification and plan to continue using this method.
After changing the password, you may, if needed, link a certificate card or authenticator app if you are not using Suomi.fi e-Identification to log in.
Problem situations

The link created for the card in Population Information System query is card-specific so you have to remove the previous link by changing your password. In other words, ordering a new password removes logging in with a certificate card from use. You can order a new password either through the “Order new password” link on the login page of Population Information System query or by calling our user support on 020 343 433 (open 24 hours a day, 365 days a year).
When you have received a new password and used it to log in to Population Information System query, the system will ask you to change the password. After changing the password, you can link your new certificate card in Population Information System query.

Make sure that your authenticator app has an account beginning with DVV. If necessary, click the account to see the confirmation code. Enter the confirmation code into the field on the page. The confirmation code is valid for 30 seconds. Do not enter a code that is about to expire.
Also check the settings on your smartphone to ensure that the time and the time zone are automatically updated on your phone so that the codes issued by the authenticator app are valid when you enter them into Population Information System query for logging in.

The Digital and Population Data Services Agency issues the certificate cards intended for use by organisations and communities. Contact your supervisor or some other person deciding on the matter in your organisation. More information about certificate cards.
Certificate cards are personal and if everyone has a workstation of their own, the workstation must have a card reader.
One card reader is enough if shared workstations are used, as long as everyone logs out and takes the certificate card with them when leaving a shared workstation.
An authenticator app, or an authenticator, is an application that is installed on a smartphone to increase information security when logging in.
Download an authenticator app to your smartphone from the app store.
