Blocking a notification of move

The possibility to block a notification of move is intended for use by those whose information has been used for a false notification of move, or who fear that their personal information could be used for making a false notification of move to the Digital and Population Data Services Agency. In such cases the person has usually either lost their identification documents or they have been stolen. Often a criminal complaint has been filed in the matter.

A block on a notification of a change of address is always made to both the Digital and Population Data Services Agency and to Posti. The Digital and Population Data Services Agency enters the block into the population data system.

What is the effect of blocking a notification of move?

If you file a block on a notification of move, your personal information cannot be used for making such a notification in the electronic service (muuttoilmoitus.fi) or by using forms available at Posti or the Digital and Population Data Services Agency.

Please note that a block on a notification of move will also prevent you from making a change of address through these channels.

For whom can a block on a notification of move be requested?

A block on a notification of move can be made for the following persons:

  • A fully empowered adult person at the person's own request
  • A child whose fully empowered guardian you are
    • If you are a single parent of the child, you may request the block on a notification of move yourself 
    • If the child is under joint custody of the parents or has more than one guardian for some other reason, the guardians must jointly apply for the block on a notification of move. In such a case, a power of attorney from the other guardian must be appended to the application. 
    • If the child is 15-17 years of age the application must include the child’s own written consent as well as consent signed by the other possible guardian.
  • For a child aged 15-17, at his or her own request
    • If necessary, the Digital and Population Data Services Agency may ask the child's guardians for a statement
  • for the principal, at the request of a trustee

How do I make a notification of move if I have a block?

If a block on a change of address has been entered on your behalf, you may only make a notification of move by personally visiting an office of the Digital and Population Data Services Agency. You must prove your identity in connection with the visit.

If you wish to make a change of address electronically or on paper, you must first cancel the block that you applied for.

Please note that you may not make a notification of move through Suomi.fi Messages.

How do I block a notification of move?

  1. The fastest and easiest way to block a notification of move is to message the Digital and Population Data Services Agency through Suomi.fi. The use of Suomi.fi Messages requires a strong identification using Finnish banking codes or a mobile certificate.

    You can also order a block by personally visiting an office of the Digital and Population Data Services Agency. The matter can be dealt with at any of our offices.

  2. Remember also to file a block of a notification of move with Posti. Check the instructions for filing a block with Posti.
    After a block has been filed, no change of address may be filed for the protected recipient of post nor a suspension of postal delivery as long as the block is in force.

How to block a change of address electronically through Suomi.fi Messages?

To block a change of address on Suomi.fi messages you need to become a user of Suomi.fi Messages. When you sign up for the service you will get electronic messages from several different authorities (decisions and announcements for example) to the Messages box of the Suomi.fi online service, and not on paper. After you have signed up, authorities using Suomi.fi Messages will send you official mail electronically via Suomi.fi messages. For example, tax authorities, the Helsinki University Hospital, and the police use Suomi.fi messages.  Using Suomi.fi Messages requires strong identification using Finnish banking codes or a mobile certificate.

You can also use Suomi.fi Messages with the Suomi.fi mobile application.

Instructions:

  1. Go to the address https://suomi.fi/messages and sign in using your banking code or mobile certificate.

  2. If you have not used Suomi.fi messages before, give an e-mail address that you use. Notifications of newly arrived messages will come to the address. You should also select your preferred language for new messages. After this, click “Continue”.

  3. A confirmation message has been sent to your e-mail. Click on the confirmation link in the message, and Suomi.fi Messages will be activated for you, and you will be able to use the Messages service.

  4. To block changes of address, open Suomi.fi Messages and go to “Compose message”.

  5. Select “Digital and Population Data Services Agency” as the recipient of the message and “Muuttoesto” as the “Recipient's service or issue”.

  6. In the “Subject” field write the topic of your message, for example “Blocking notification of move”.

  7. Write your message in the “Your message” field.
    There is no need to include your personal identity number or address, as the Digital and Population Data Services Agency can see this information in the population information system.

  8. If necessary, include scanned and signed consent forms as attachments.

  9. Send the message.  

  10. The Digital and Population Data Services Agency will notify you through the Messages service when the block has taken effect. If necessary, we will ask you for further information through the service.

How do I cancel a block on a notification of move?

You can cancel a block on a notification of move through a Suomi.fi message or by going personally to a Digital and Population Data Services Agency service point. The matter can be dealt with at any of our offices.

The use of Suomi.fi Messages requires a strong identification using Finnish banking codes or a mobile certificate.

Removing a block on notification of move through Suomi.fi Messages:

  1. Go to the address https://suomi.fi/messages and sign in to the service using your banking codes or a mobile certificate.

  2. If you have not used Suomi.fi Messages before, give your e-mail address, and you will receive notification of a new message. Select the language in which you want to receive the message. After this, click on “Activate service”.

  3. To remove a block of a notification of move that you have made, go to “Compose message” in Suomi.fi Messages.

  4. Select “Digital and Population Data Services Agency” as the recipient of the message and “Muuttoesto” as the “Recipient's service or issue”.

  5. In the Subject field write the title of your messages, for example, “Removal of a block of a notification of move”.

  6. Write your message in the “Your message” field. 
    There is no need to include your personal identity number or address, as the Digital and Population Data Services Agency can see this information in the population information system.If necessary, include scanned and signed consent forms as attachments.

  7. Send the message.

  8. The Digital and Population Data Services Agency will notify you when the block has been removed through the messages service. If necessary, we will ask you for further information through the service.
