We at the Digital and Population Data Services Agency support and train digital support actors, research digital support and competence, and develop common digital support practices. We want to develop and strengthen a digitally skilled Finland.
In our work, we implement the Digital Support operating model (in Finnish) prepared in cooperation with the Ministry of Finance.
What do we do?
We examine how digital support and competence needs are changing in society
We commit ourselves to producing and compiling researched information on digital competence and digital support needs. With the help of researched information, digital support actors can better target and anticipate the provision of digital support.

We influence by communicating and creating partnerships
We promise to communicate in a focus-driven manner, with expertise and a broad-scoped approach on topical digital support phenomena and good practices. We promise to build strategic partnerships with different actors in society so that we can make digital support more effective together. We also promise to develop the impact of our services and to maintain our own competence.
Our operations are based on network and stakeholder cooperation. Trust and appreciation between digital support actors are essential in this work. Human-centred development of digital support that meets needs requires strong partnerships, continuous dialogue and network-like work between actors.

Contents of the revised operating model for digital support in 2023
Our theme for the year is digital courage, which will be one of the important areas of digital competence in the future. Digital courage means the readiness to try and introduce new or updated digital devices and services or become more skilled in using them.
Join us in increasing digital courage and supporting the development of Finland's digitalisation!
In addition to digital courage, we focus our activities on the following areas:
-
We update and renew our services for digital support providers
Examples of these include updating the ethical guidelines for digital support and digital support as a term, the learning path of a digital support provider and the digital support developer's workbook. -
We produce a situational overview of digital support
Our situational overview products include the Digital Skills Report and a customer experience report on digital support. -
We develop a digital support package according to different themes
Our development themes in 2023 include digital support in wellbeing services counties, digital support for unemployed jobseekers and digital identity, and the service structure and findability of digital support.
