Privacy statement for the Citizens' Initiative register
The citizens’ initiative is a tool for direct democracy which enables a minimum of 50,000 Finnish citizens of voting age to submit an initiative to the Parliament of Finland to enact an act. The citizens’ initiative procedure complements traditional representative democracy.
The Digital and Population Data Services Agency collects the statements of support and the personal data associated with them and inspects the statements of support in the manner required under the Citizens’ Initiative Act.
Register of signatories of statements of support for a citizens’ initiative
The persons organising a citizens’ initiative are considered controllers referred to in the General Data Protection Regulation (GDPR, 2016/679) when the statements of support are collected. The Digital and Population Data Services Agency is considered the controller referred to in the GDPR when the statements of support are checked.

The processing of the personal data is based on the Citizens’ Initiative Act (12/2012). The register contains statements of support related to a specific citizens’ initiative which have been delivered to the Digital and Population Data Services Agency for inspection. The statements of support are either in electronic or paper form.
The Digital and Population Data Services Agency will destroy the statements of support held by it five years after it has issued the decision under section 9 of the Citizens’ Initiative Act (Section 12 of the Citizens’ Initiative Act 12/2012).
The following data is stored in the register:
- First names
- Surname
- Day of birth
- Municipality of residence
- Statement of support signature date
Data from the following sources is entered in the register:
- Statements of support collected in electronic form using the Kansalaisaloite.fi system of the Ministry of Justice
- Statements of support collected in electronic form using another system that has been approved accordingly under section 7 of the Citizens’ Initiative Act
- The paper forms submitted by the organisers of the initiative
Under section 12 of the Citizen's Initiative Act, the data in the possession of the Digital and Population Data Services Agency is in the public domain after the Digital and Population Data Services Agency has determined that at least 50,000 certified statements of support have been collected for the citizens’ initiative. The Digital and Population Data Services Agency discloses data of individual supporters of the initiative on request and the register is available for viewing under controlled circumstances at the Digital and Population Data Services Agency. If it is determined that the number of certified statements of support is less than 50,000, the information will not be entered into the public domain.
Register data in the public domain can be disclosed to parties outside the EU or the EEA.
The data is protected taking into account data security and the management of access rights. Manual material is located in locked facilities protected by access control.
No automated decision-making or profiling is performed on the basis of the data.
Right of inspection
The information in the possession of the Digital and Population Data Services Agency is in the public domain after the Digital and Population Data Services Agency has determined that at least 50,000 certified statements of support have been collected for the citizens’ initiative.
You have the right to request that the controller provides you with access to your personal data so that you can check your data stored in the personal data file. This applies to situations where the Digital and Population Data Services Agency has determined that the number of certified statements of support is less than the required 50,000. In that case the data subject in question must submit a personal or written request to the register contact person and prove their identity. The Digital and Population Data Services Agency is able to reply to the requests within 24 hours.
Right to demand data correction
The data subject has the right to request that their personal data should be corrected. The request must be made in writing and the contact details are given in section 2 of this description. Be prepared to prove your identity. If the request is made after the Digital and Population Data Services Agency has already checked the statements
of support, the correction is no longer considered by the Digital and Population Data Services Agency when it makes its decision on the number of certified statements of support.
Limitations to the rights of the data subject with regard to the processing of personal data
The data subject does not have the right to request the deletion of their data, as the data processing is based on the law. For the same reason, the data subject does not have the right to object to the processing of their personal data or the right to have their data transferred to another system. Furthermore, the data subject cannot request the restriction of the processing of their personal data because the processing is based on the law.
The data subject has the right to lodge a complaint to the supervisory authority on the processing of their personal data.
