Population Information System query interface for intermediary companies

Intermediary companies are organizations that have been granted a framework permit by the Digital and Population Data Services Agency. These companies are referred to as framework permit holders.

A framework permit refers to a permit granted by the Digital and Population Data Services Agency to organisations, allowing them to transmit data from the Population Information System to their client companies (the end clients of the framework permit holders). The framework permit specifies the purposes for which the data can be used and disclosed. Framework permit holders can transmit data to their end clients through a query connection to the Population Information System via the Population Information System query interface.

Intermediary companies advise their client companies on how to initiate the service and are responsible for ordering the service on behalf of the client from the Digital and Population Data Services Agency. The Digital and Population Data Services Agency makes the final decision on whether the applied permit order for the client company can be approved.
 

Applying for a framework permit for an intermediary company
 

The framework permit is applied for through the Digital and Population Data Services Agency’s online e-service using a data permit application for the Population Information System query interface.

Before submitting a data permit application, it is advisable to first contact the Population Information System query interface via email at vtjkysely-rajapinta(a)dvv.fi to clarify the data contents and purposes for which the framework permit is being applied.

Instructions for applying for a data permit for the Population Information System query interface in the E-services
 

Apply for a data permit in e-services 
 

1. Go to the e-services

2. a) If you have already signed up for a client account, log in when you sign up using the email address and password you entered or using  suomi.fi e-Identification. If you do not remember your password, click the "Forgot your password" link.
b) If you have not yet registered for a customer account, press the Register button.

3. After logging in, select the "Fill in a new application" section from the top bar of the e-service.

4. Choose the appropriate tab "businesses and organisations".

5. Next, select "I would like to search the Population Information System".

6. Select "Data permit application for the Population Information System interface" from the menu that opens and press the "Start" button.

7. Fill in the application. You can only submit the form for processing after all the required fields have been filled in. Check that all fields are marked with a green symbol indicating that the field is correctly filled in.

8. Finally, check the information you entered and press the "Send to the Digital and Population Data Services Agency" button.

Pricing
 

The intermediary company charges the end client the total service price, which includes not only the intermediary company’s own service fee but also a fee according to the commercial price list of the Digital and Population Data Services Agency. The intermediary company independently sets the prices and fees for its services.

The intermediary company must refer to the Digital and Population Data Services Agency's commercial price list in its agreements with end clients, where the agency's query-specific fee is disclosed to the customer. The intermediary company must provide the Digital and Population Data Services Agency's price list to the client.
