The Register of estate shareholders is a new basic register provided by the Digital and Population Data Services Agency. The register contains the details of deceased persons’ estates and their shareholders. The aim of the register is to eliminate the need for an estate to provide reports on family relationships to different organisations. Instead, the organisations will use the data in the register of shareholders.
The register of shareholders will contain information on estates forming after the reform, in other words, starting from 2027. The information on estates formed before the introduction of the register will not be transferred to the register.
Organisations can serve estates more smoothly and cost-effectively
An organisation can use the register of shareholders to provide services to an estate more smoothly and cost-effectively. It can verify the data digitally, and the estate does not need to separately provide it with shareholder information. The organisation may also enable acting on behalf of the estate in its e-services, which means that it is no longer necessary to visit the organisation when managing the matters of the estate.
The organisation can use the information of the shareholder register in its own processes either

- The organisation can become a user of the shareholder register through an agreement. More information will be available during 2026.

Information content of the register of estate shareholders
The register of shareholders contains
- Up-to-date details of the estate
- Up-to-date information on the estate shareholders at each processing stage of the estate
- Contact person for the estate
- Person reporting the estate
- Shareholders’ other roles in relation to the estate.
The register of shareholders retrieves the shareholder data automatically from the following registers
- Population Information System
- Registers of the Evangelical Lutheran and Orthodox Church of Finland
- National Archives of Finland
The estate must add the following information to the register of shareholders in MyTax
- Foreign heirs
- Universal beneficiaries, including communities
How will the new register of shareholders change the way an estate of a deceased person can use services?

The register of estate shareholders will not change the order of succession laid down in the Code of Inheritance. If an estate administrator is appointed for the estate, they will represent the estate. An extract from the register of estate shareholders can be ordered on paper, for example, if you wish to draw up the estate inventory deed on paper. Ordering an extract from the register of shareholders is subject to a fee to the estate in a similar way to the current report on family relationships. |
