Resident sampling services for property management offices and maintenance companies
The resident sampling service is a self-service application to property management offices and maintenance companies that can be used to sample the resident status of
- a housing company,
- a building owned by a housing company, or
- an individual apartment.
The data can be downloaded as a PDF file or in an Excel-compatible format.
This service is available only to property management offices and maintenance companies. For example, if you represent a housing company or act as the housing manager of a housing company as a private person, you can find instructions for obtaining a list of residents on the Other certificates page.
Resident sampling service can be accessed by applying for a data permit from the Digital and Population Data Services Agency’s e-service. The service is subject to a charge, and the minimum charge is EUR 7 per month.
VTJkysely is only available in Finnish and Swedish, and the user must understand either language.
Price list
- Lists of residents EUR 6 per sample (effective from 1.1.2025: EUR 7 per sample). Charges apply to incorrect samples as well.
- Data units disclosed in resident list sampling: EUR 0.055 per data unit (effective from 1.1.2025: EUR 0.06 per data unit).
- Fixed user-specific monthly fee per user name: EUR 1.
- Minimum monthly fee for self-sampling: EUR 7 per invoice (effective from 1.1.2025: EUR 9 per invoice).
- As of January 1, 2025, an implementation fee of 300 euros will be introduced for the service.

The resident sampling service can be accessed by applying for a data permit from the Digital and Population Data Services Agency’s e-service.
In order to use the e-service, you must register and identify yourself strongly with either an electronic ID card, an organisation card, a mobile certificate or your online banking codes.
When applying for a data permit, you must submit the details of the buildings you manage for which you wish to obtain lists of residents from the service. Permanent building identifiers, addresses and the Business IDs of the housing or joint-stock property companies that own the buildings must be given, and you must also declare that you manage these buildings. The permanent building identifier is 10 characters long, contains 9 numeric characters and always starts with 1, e.g. 123456789A. You can obtain the permanent building identifier from a recent real estate tax decision or via the Liiteri information service, for example. The information must be submitted as an attachment to the online application (an example of an attachment in Finnish).
Applying for a data permit
- Log in to the e-service.
- In the e-service, select Start a new application.
- Select Businesses and non-government organizations as the customer group.
- In the Application for data access authorisation on VTJkysely menu, select I want to retrieve data from the Population Information System.
- Open the drop-down menu with the default New application and select Asukasluettelopoiminnat, VTJkysely (only in Finnish).
- Familiarise yourself with the data permit so that you can accept the terms and conditions and commit to complying with them.
- Select Maintenance companies and building management as your organisation’s industry.
- In the Additional information field, you can explain the intended use of the data in more detail (e.g. water bills).
- Attach the necessary attachments to the online application (under Attachments). You can enter the information in a ready-made Excel template (in Finnish).

After the data permit has been granted, you will still have to submit the details of the person making the sampling using a separate application.
If necessary, you can also submit new buildings while using the service to [email protected] with an attachment in accordance with the template (in Finnish). Include in the message the customer number of your organisation, which was delivered to you when the data permit was granted.
Processing time
Processing of the application for a data permit for resident list sampling takes approximately two weeks.

- Log in to the Digital and Population Data Services Agency’s e-service.
- a) If you have already registered, log in by identifying yourself or by using the email address and password you entered during the registration process. If you have forgotten your password, click “Forgot your password”.
b) If you have not registered yet, click Register. - Select “Start a new application”.
- On this tab, select that you want to represent a company or organisation.
- Select “I want to retrieve data from the Population Information System”.
- Start filling in the application to use the system a system administrator.
- Review the information on the organisation and applicant.
- You can type “Sample” in the VTJkysely authorisation number section.
- Add the VTJkysely customer number granted to your organisation. You can find your organisation’s customer number in the email that was sent to you when the permit was granted.
- Under “Management service role to be sough”, select “Another right: Person making the sampling in the list of residents sample service”.
- Fill in the details of the supervisor in the application. Your supervisor in your organisation will receive an email notification that you are applying for a right to use the system at the administrator level. The supervisor must approve the application via the link sent to their email before the application can be processed. If you are self-employed without employees, enter your personal data as the supervisor.
- Click “Send to DVV”. The Digital and Population Data Services Agency will process the application and provide you with a user name and password.
Once you have received a data permit and provided the details of the person making the sampling, you can perform resident list sampling.
- Log in to VTJkysely using the IDs you received from the Digital and Population Data Services Agency.
- On the homepage under Sampling services, select “Lists of residents LT”.
- Select “List of residents 2” from the menu on the left.
- Select “Make a new”.
- Add into the search criteria the permanent building identifier of the building whose list of residents you want to sample. Alternatively, you can search for the building based on its address, but please note that the spelling of the address must correspond to the information in the Population Information System. Do not use the address information and building identifier in the same search; only use one search criterion at a time. Please note that charges apply to incorrect samples as well.
- Go to the “Answer Information” tab and select or delete answer information.
- Go to the “File” tab and select the file format for the list of residents (xlsx = an Excel spreadsheet).
- Go to the “Sample” tab and fill in at least the name and purpose of the sample and select the users of the sample.
- Move the sample to be scheduled. On this tab, you can also save the configuration for later use.
- Go to the “Schedule” tab. If you want to retrieve the list of residents as a single search right away, do not change the information. Instead, click “Save”. If you want to schedule the sampling to take place later or more often, you can change the configuration.
- After saving, the system will retrieve the list of residents. You will receive an email notification when the retrieval is complete.
- You will find the list of residents in the menu on the left under “Retrieval of response”. (Rep = a sampling report, Extr. = a list of residents.)
