What is a digital identity?

The Digital and Population Data Services Agency develops digital identity services together with the Police as part of a Ministry of Finance project. This development work will result in a new, secure mobile application (Suomi.fi wallet). With the Suomi.fi wallet the new digital proof of identity can be used, capable of proving your identity on the spot and online in the services of public and private actors.

Foreign nationals, on the other hand, may receive a foreigner's service tool in their wallet. This means that they will be registered in the Population Information System and receive a personal identity code. The foreigner's tool enables identification in electronic services.

A Code display for using the electronic services of public administration will also be created for people who do not use mobile devices. The services to be developed will be part of the Suomi.fi service package.

The introduction of a digital identity card requires amendments to the legislation, and the bill is now being discussed by Parliament. The Act and the services are intended to enter into force on 1 September 2023.
