Private sector information services: Samplings and register updates 

For a private company or organisation that needs information from the Population Information System, for example for updating the customer register or for direct marketing. The services are ordered directly from the Digital and Population Data Services Agency's partners to whom the Digital and Population Data Services Agency has outsourced the provision of these services. The data in the Population Information System is not public, and decisions on the disclosure of data are made by the Digital and Population Data Services Agency.

Two types of information services are available to private companies and communities:

• The update service enables companies and organisations to update their customer registers in a single update or keep them up-to-date with continuous updates.
• The sampling and analysis services data can be used, for example, for direct marketing and for market and opinion surveys.

Samplings and updates are done in bulk. This refers to updating registers and sampling personal and building groups with data from the Population Information System. The content of the data to be disclosed is tailored to the needs of the person carrying out the query.

What is included in the update service

The update service enables companies and organisations to update their customer registers in a single update or keep them up-to-date with continuous updates. The Population Information System can be used to update the customer register with, for example, name and address changes or death data.

What the sampling service contains

Through the sampling services, companies and organisations can obtain the addresses of the desired target group from the Population Information System, for example for direct marketing, market surveys and opinion polls.

Different Population Information System variables can be used as a basis for the extraction according to the customer's needs. 

• Personal data such as a person's name, age, gender, mother tongue, address, municipality of residence or profession may be used in the extractions.
• In regard to building data, extractions may include the intended use of the building, the method and fuel used for heating, connection to networks, building permit or location.

A sample of the size you have indicated can be picked from among the selected target group, either using systematic sampling or by weighting different groups. The sampling may also be targeted at your own register. Double entries of names and addresses can be removed from the sample and thus prevent multiple mailings to the same person or household.

The address information of the target group of the sampling is never disclosed directly to the client as the direct marketing material is provided by a third party.

Do as follows

The sampling and update services for companies and organisations are ordered directly from the partners of the Digital and Population Data Services Agency. The partners provide additional information on, for example, the pricing of services. The total price of the service consists of the Digital and Population Data Services Agency's price and the partner's price.

The ordering and use of the sampling and update services requires a data access authorisation from the Digital and Population Data Services Agency and pledge to observe the terms and conditions of the authorisation. The partners manage the entire process on behalf of the customer and apply for the required data access authorisation from the Digital and Population Data Services Agency on behalf of the customer using a power of attorney.
