Conditions for using population information

These conditions apply to all users of population information. Please read the terms and conditions carefully before using the Population Information Services.

The data in the Population Information System is not public. The use of Population Information System data always requires a data access authorisation, which the Digital and Population Data Services Agency grants to the user organisation. The data access authorisation must comply with the Act on the Population Information System and the Certificate Services of the Digital and Population Data Services Agency (Laki väestötietojärjestelmästä ja Digi- ja väestötietoviraston varmennepalveluista, 661/2009).

In addition, the user organisation must commit to the terms and conditions of the data access authorisation:

• When processing data in the Population Information System, the legislation on data protection and data processing security as well as official regulations must be complied with.
• Population Information System data may not be disclosed to third parties unless the disclosure is provided for by law.
• Data obtained from the Population Information System may only be stored in the user organisation’s0 register if they have the right to do so under the Data Protection Act or other legislation.

The Digital and Population Data Services Agency is entitled to request a written report on the secure processing of data from any organisation using population information, for example when data is disclosed through a technical user interface.

Disclosures are subject to service-specific fees determined by the Ministry of Finance. Pricing is mainly based on the number of data units or data disclosed. For more information on prices, see the page of each service.
