Welcome to the Digital First project’s communicator meeting on 13 January 2026
In 2026, Finland takes a significant step towards digital official communications. According to the legislative proposal discussed by Parliament, Suomi.fi Messages will be activated for every adult when they to identify themselves via strong identification in the e-services of the central government or a municipality or wellbeing services county. They will then receive the mail sent by the authorities primarily via digital channels.
This change may result in customers asking for help, and public administration organisations should prepare communications about it.

What is this about?
Finland will gradually shift to prioritising digital services in official services. When the legislation enters into force in early 2026, Suomi.fi Messages will be activated, without express consent, for anyone that identifies themselves to access a public authority's e-services. Persons who do not use digital services will continue to receive official messages by paper mail.
The Digital and Population Data Services Agency facilitates this change by developing Suomi.fi Messages to correspond with future legislative changes. It also provides user support for organisations and individuals. The development work will be customer-focused, in cooperation with organisations and individuals that use the service.
There are currently about 2.4 million persons in Finland who have activated Suomi.fi Messages. After the legislative changes, the number of users is projected to grow up to four million. The change aims for public administration organisations to save tens of millions of euros in mailing costs.
