Press release

The Digital and Population Data Services Agency (DVV) invited tenders for the brokering of strong identification tools to the entire public administration. The tendering was carried out between DVV's trust network brokerage service providers who are part of the dynamic purchasing system. By the deadline, three brokerage service providers submitted their tenders. On the basis of the competitive tendering, OP Corporate Bank was selected as the brokerage service provider.

The last time the brokering services were tendered out was in 2017 and 2018. Unlike previous competitive tenderings, only one brokering service was now selected, and it was required to provide all the strong electronic identification tools currently in use. In the competitive tendering, it was still possible to price different identification devices separately, and the tools were weighted on the basis of previously realised distributions. The comparison price was calculated on the basis of 170 million identification transactions.

The new agreement will enter into force on 1 January 2021 at the latest when production under the new agreement will begin in full. The contract is for one year and includes three one-year options. The price of identification transactions will fall considerably with the new agreement, but as the number of transactions increases, the total costs will still be high.
