Block a notification of move

When you block notifications of move, your address cannot be changed in the Population Information System in your name. 

The block may be necessary if you suspect that someone could use your information to submit a false notification of move. This could happen if you have lost your identity card or become a victim of a data breach and someone would like to use your address.  

Do the following

The easiest way to block notifications of move is electronically on the Suomi.fi Personal data page. Minors aged 15 or over can also block notifications of move for themselves electronically. 

  1. Log in with your online banking ID or mobile certificate to the Suomi.fi Personal data page.
  2. Select “Blocking notifications of move” and check the “Blocking notifications of move” box.
  3. Click the “Confirm change” button.

Guardian's block on notifications of move also protects minors

A guardian’s block on notifications of move also protects their children under the age of 15 when the child moves together with the guardian. When the child's guardian has blocked notifications of move, the move of a child under the age of 15 cannot be registered without the Digital and Population Data Services Agency asking the guardian separately.  

What is the effect of blocking notifications of move?  

No one can make a false change of address in your name or in the name of your child under the age of 15. When you later want to submit a notification of move for yourself or your family, first remove the block on notifications of move temporarily. We cannot process your notification of move until you remove the block.  

Who can block notifications of move?  

You can block notifications of move if you are 

  • a fully empowered adult making the block for yourself   
  • a trustee making the block for your client 
  • a single parent making the block for you child 
  • guardians of a child in joint custody together making the block for the child 
  • a 15–17-year-old minor making the block for yourself.

 If the guardians are making the block for their 15–17-year-old child, the guardians’ request must include the written consent of the child. 

How do I block notifications of move for my minor child? 

First, consider whether your child under the age of 15 needs a block on notifications of move. A guardian’s block also protects their children under the age of 15 when the child moves together with the guardian. 

If you want to block notifications of move for a minor, you must visit the Digital and Population Data Services Agency’s service location and submit the request there in writing. The request must include the consent of the other guardian and the minor aged 15–17. Cancelling a block on notifications of move for your child also requires a visit to a service location. It is easier to block notifications of move for yourself as the guardian, as it will also prevent the registration of a minor's notification of move. 

Minors over the age of 15 can block notifications of move for themselves and remove it in the Suomi.fi service if they have access to strong identification. If they cannot identify themselves electronically, they can block notifications of move at the Digital and Population Data Services Agency's service location.

How do I make a notification of move if I have the block? 

  1. First, unblock the move notification on the Suomi.fi web service. 
  2. Then, submit your notification of move. Read more about submitting a notification of move on our website.
  3. Please wait while your notification of move is processed. You will see when your new address has been registered in the “Address details” tab on Suomi.fi. You can then block notifications of move again. 

How do I cancel a block on notifications of move?

Before submitting a change of address for yourself or your family, unblock notifications of move. When you use the Suomi.fi service, the change takes effect immediately.

  1. Log in to the Suomi.fi Personal data page.
  2. Click the “Blocking notifications of move” tab and uncheck the “Blocking notifications of move” box. 
  3. Click the "Confirm change" button.
