Transition to digital official mail – How to make unified communication about the change
Welcome to Digital First project’s meeting for communication professionals on 8 October 2025
In Finland, the transition to receiving official mail primarily in digital form will take place in 2026. In early 2026, Suomi.fi Messages will be activated for every adult upon using strong identification to access a public administration e-service. This change may result in customers asking for help, and public administration organisations should prepare communications about it.
Join us to hear and talk about the upcoming change in early 2026 at a Digital First project meeting for communicators on Wednesday, 8 October 2025 at 14:00–16:00!
We will publish a material kit in this event that public administration organisations can use to communicate the change to their customers.

- how the Digital and Population Data Services Agency will communicate about the change,
- how public administration organisations could communicate about the change.

What is this about?
Finland will gradually shift to prioritising digital services in official services. In early 2026, Suomi.fi Messages will be activated, without express consent, for anyone that identifies themselves to access a public authority's e-service. Citizens who are unable to use digital services will continue to receive official messages by paper mail.
The Digital and Population Data Services Agency facilitates this change by developing Suomi.fi Messages to correspond with future legislative changes. It also provides user support for organisations and citizens. The development work will be customer-focused, in cooperation with organisations and citizens that use the service.
There are currently 2.2 million citizens of Finland who have activated Suomi.fi Messages. After the legislative changes, the number of users is projected to grow up to four million. The change aims for ten-million-euro reductions in mailing costs of public administration organisations from the start of 2026.
