Additional technical implementing acts for the eIDAS Regulation, which enables the activation of digital identity wallets in EU member states, are under preparation by the European Commission. Draft implementing acts are opened for public comments in batches.

The European Commission has opened public comments on the third batch of the draft implementing acts that apply to the regulation. This third batch of draft acts mainly concerns requirements and technical requirements for trust services. Their purpose is to specify the controls under the eIDAS Regulation and to harmonise the regulation of trust services applied in EU member states.

By filling out the feedback questionnaire, you can communicate your organisation's views on the draft acts to the European Commission. The feedback period will last until 13 May 2025.

If you wish, you can also submit your feedback to the Digital and Population Data Services Agency by sending it to [email protected]. From there, the feedback will also be forwarded to the Ministry of Finance.

Revision of the eIDAS Regulation enables the adoption of digital identity wallets in the EU

In May 2024, the European Parliament and the Council adopted the revised eIDAS Regulation, which provides for the identification of persons in cross-border transactions between EU countries and for trust services used in electronic transactions. A key obligation of the revised Regulation is that all EU Member States must provide at least one wallet that meets the requirements of the Regulation within 24 months after the first batch of technical implementing acts that supplement the eIDAS Regulation has entered into force.

The Digital and Population Data Services Agency is set to publish a wallet application for Finns in late 2026.
