Digital and Population Data Services Agency invites you to join the development of new digital identity solutions

The Digital and Population Data Services Agency is working with the Finnish Police to develop a solution for reforming digital identities as part of a project by the Ministry of Finance. This development work will result in a new, secure mobile application for showing proof of identity when using in-person services and e-services offered by public and private actors. An alternative identification solution for using the electronic services of public administration will also be created for people who will not be using a mobile device for identification.

Companies and organisations can now sign up to participate in developing and testing the application.

– We encourage all actors whose in-person or online services require identification to prepare for implementing the application well in advance. They can now join in to develop and pilot the solution so that the application will meet the needs of different e-services and their customers as well as possible, says Director Riitta Partala from the Digital and Population Data Services Agency.

The technical development of the digital identity system is customer-oriented. Various end users are involved in the development process, and now organisations and companies that will be using the solution can also get involved in a more concrete way. There will be an opportunity to test the solution in e-services in early spring 2022. The timetable for testing in-person services will be specified soon.

– Our aim is to create an application that is as easy to use as possible for both sides of the identification process: the people using services and the organisations providing them. The starting point of development is to make showing proof of identity secure, flexible and equal, says Riitta Partala.

The Digital and Population Data Services Agency aims to make using services easier for everyone.

– The best way to make using services easy is to offer people flexible digital services that can be used anywhere and at any time. Finland is already a pioneer in the implementation of digital services and digital identity solutions. The digital identity card being developed in Finland can later be expanded into a digital wallet required by the EU, says Deputy Director General Pekka Rehn from the Digital and Population Data Services Agency.

Consultation round until 8 April

The technical solution for the digital identity system will be introduced in 2023. The Ministry of Finance is inviting comments on related legislative amendments. There is an ongoing consultation round until 8 April 2022. You can read more about this topic on the Ministry of Finance website.

Mobile application for digital identity

A mobile application being developed at the Digital and Population Data Services Agency would serve two functions:

  • Digital identity card for people with a Finnish passport or an ID card issued by the Police. The digital identity card would serve as official proof of identity for both in-person services and e-services.
  • Digital service token for foreigners. The token will make it easier for foreigners to prove their identity in electronic services. This would require an official travel document issued by a foreign authority. The digital service tokens would be issued by the Digital and Population Data Services Agency.

People who do not want to use the mobile application required for a digital identity card will be able to use an identification token designed for public services. The token will make it possible to identify yourself in electronic services provided by official authorities. Identity tokens will be issued by the Digital and Population Data Services Agency.

All the solutions developed in the project will be voluntary for individuals.
