Changes to DVV's service locations: several cities transition to remote service on 1 December

Publication date 28.11.2025 10.23
Type:Press release

The number of service locations of the Digital and Population Data Services Agency (DVV) will change from 1 December. DVV will close its service locations in Hämeenlinna, Kajaani, Kokkola, Kouvola, Mikkeli and Seinäjoki and offer remote service going forward. The remote service will make it possible to receive personal advice and guidance even when the customer and the customer adviser are in different cities.

Alongside in-person visits, the Digital and Population Data Services Agency has offered remote service in these cities since 1 September. In the future, the agency will only offer customer service remotely in these six cities. The transition to remote service and the change in the service location network are based on central government savings and the increasing use of e-services. For example, in 2024, around 94 per cent of service use took place through channels other than visiting.

You can visit the Digital and Population Data Services Agency in person in Helsinki, Joensuu, Jyväskylä, Kuopio, Lahti, Lappeenranta, Oulu, Pori, Rovaniemi, Tampere, Turku and Vaasa. The service locations are mainly open to those who have booked an appointment. Appointments for personal visits are booked in advance.

In remote service, the customer and the customer adviser meet via video connection

If necessary, the customer can be scheduled for remote service via telephone services when the customer needs personal advice or guidance. In practice, remote service means that the customer comes to the service point and establishes a video connection to an expert from the Digital and Population Data Services Agency. The remote service is free of charge and is only available by appointment.

The remote service will make it possible to receive personal advice and guidance. You cannot print or scan forms or documents at the service point. You also cannot submit any forms or documents at the service point.

Few things require a visit to the agency

The Digital and Population Data Services Agency provides services nationwide, mainly online or by telephone. Only certain things require a visit to Agency’s service locations. The services that require a visit in person are marriage, certain services of the notary public, and the registration of foreigners. You may visit and book an appointment to the most suitable service location for you, regardless of where you live. In addition, the agency continues to officiate marriages around Finland.

Agency participates in the development of a joint remote service

The Digital and Population Data Services Agency is additionally participating in the development of remote services together with other authorities. The authorities’ joint remote service concept will be piloted from September 2025 to February 2026 at Suomi-piste service point in Imatra, Nurmes and Porvoo together with the Police, Kela and the Tax Administration. The pilot carried out in these three cities is part of the project reforming the state service and facility network in the 2020s.
