The Digital and Population Data Services Agency has decided to discontinue the provision of Suomi.fi Quality Tools at the turn of 2025–2026. The exact date will be announced later. The decision is based on cost savings, which have led DVV to direct resources to statutory services.

Information and discussion event on 16 May at 10:00

We will organise an information and discussion event about the change on 16 May 2025 from 10:00 to 11:00 (in Finnish).

Please sign up for the event (in Finnish)

The event will discuss what organisations should consider when they stop using Quality Tools. We will also collect the organisations' needs and observations related to the closure of Quality Tools.

Self-assessment tool materials to remain on the Service Developers website

Existing client organisations that use Quality Tools can continue to do so this year, but new organisations will no longer be accepted as Quality Tools users.

The self-assessment tool materials will remain on the Suomi.fi for Service Developers website, which means that organisations can continue to use the assessment criteria to evaluate the quality of their digital services.

The change does not affect, for example, the use of the Suomi.fi Finnish Service Catalogue or other Suomi.fi services.

Central government savings affect the operations of DVV

Due to central government savings, the funding for the operating expenses of the Digital and Population Data Services Agency will be around 20 percent lower in 2025–2027 than in 2024. DVV will achieve the savings by prioritising its service offering and making changes in the agency's internal tasks.

In the next few years, DVV will emphasise the performance of statutory tasks. The agency will also reduce its ICT development and outsourcing costs and other operating costs.

Suomi.fi Quality Tools are tools that public organisations can use to assess and monitor the quality and use of their e-services. They consist of three tools: the self-assessment tool, the customer feedback tool and the utilisation rate measurement tool.
