The Digital and Population Data Services Agency will assess each request on a case-by-case basis and find out whether the information can be disclosed under current legislation.
Price
The price of sampling data for journalistic purposes is formed as follows: €70/beginning hour + €0.02 €/data unit + €7 invoicing fee (VAT 0%). The amount of work and the price based on it is estimated in connection with the order.
Consider the following matters related to your request in advance. The faster you fill in the information, the faster it will be possible to assess the disclosure of the data. If necessary, we will request more information so that the preconditions for the disclosure of data can be assessed.

- classifications (e.g. age group, gender)
- the required form of the information (e.g. number of persons, percentages)

Your organisation must apply for a customer-specific data permit through our cooperation partners if mass disclosure of information containing personal data (name and address details) is required in the delivery, for example, for the purposes of direct marketing or communications.
Different Population Information System variables can be used as a basis for the sampling according to the customer's need. The name and address details of the target group of the sampling are never disclosed directly to the customer. Instead, the information is delivered to a third party, a mailing service/printing house approved by the Digital and Population Data Services Agency, for carrying out the possible mailing. The Population Information System variables used in the sampling must not be referred to in the material that is sent.
The Digital and Population Data Services Agency will assess each request on a case-by-case basis and find out whether the information can be disclosed under current legislation. Provisions on the disclosure of personal data are laid down in the Act on the Population Information System and the Certificate Services of the Digital and Population Data Services.

The disclosure of personal data from the Population Information System is always discretionary. However, personal data (such as name, address, place and date of birth) of a private individual can be disclosed in the form of a certificate from the Population Information System or the Address Service.
Certificate from the Population Information System
Information on a private individual can be disclosed in the form of a certificate from the Population Information System. The Digital and Population Data Services Agency will assess each request on a case-by-case basis and find out whether the information can be disclosed under current legislation. Based on the request, matters such as possible non-disclosures of information are checked.
Enquiries about the information registered in the Population Information System can be made to the Digital and Population Data Service Agency by emailing a request to [email protected]. Write “Urgent request from a journalist” as the subject of the email.
The request must include the following information
- who places the order and for what purpose (it is advisable to describe the purpose in as much detail as possible)
- who the person is that information is requested about (name, date of birth, address, or similar sufficient identification details)
- what information is requested (name, survival, address, date of birth, etc.)
- will the requested information be published as such or will it be part of the editorial background information
- how the requested information is necessary for editorial purposes
- billing address and business ID
If necessary, we will ask for additional information so that we can assess whether the law permits the disclosure of the requested data.
Price
If the preconditions for disclosing the information are met, the information will be disclosed in the form of a certificate from the Population Information System. The certificate is subject to a fee (from EUR 23 / certificate).

Address Service
You can enquire a person’s address details based on their first name and surname from the Digital and Population Data Services Agency’s Address Service. The surname may also be a former surname. The service has the up-to-date address of almost everyone living permanently in Finland. The information in the service is based on the data in the Population Information System maintained by the Digital and Population Data Services Agency.
For more detailed search criteria, you can use details such as the person’s age, date of birth, and current or former municipality of residence.
You can obtain the address details of a specified and unambiguously identified person by phone if the person whose details are asked is aged 15 or over and does not have a non-disclosure of address information.
