A foreigner can apply for a personal identity code and municipality of residence online
The everyday life of a foreigner moving to Finland is made easier when their details are registered in the Population Information System. The Digital and Population Data Services Agency (DVV) maintains this information and has now made it possible for a foreigner to apply for a personal identity code and municipality of residence online. If you fill in the online form before you go in person, it is easier to obtain your personal identity code and municipality of residence.
The online forms for applying for a personal identity code and municipality of residence are available to all foreigners and do not require strong identification to fill them in. Once a foreigner has submitted an application for a personal identity code or municipality of residence online, they usually also have to visit the Digital and Population Digital Services Agency in person. The conditions for obtaining a personal identity code and municipality of residence are examined individually for each customer.
A new online form to apply for a personal identity code is being introduced on 13 May 2024. The submission of the preliminary information in digital format allows the customer's case to be dealt with more quickly during a customer service visit. The Digital and Population Data Services Agency Is piloting the provision of personal identity codes during customer service visits in some municipalities during the summer. This is possible for customers who have filled in the online form and made an appointment in advance in Helsinki, Turku, Tampere, Jyväskylä and Oulu.
It has been gradually becoming possible to apply for a municipality of residence online since 1 March 2023. Indeed, the majority of the applications for a municipality of residence received in 2024 have been submitted online. Feedback from customers using the online form has been positive.
