Assisted authorisation at a wellbeing services county’s service location

Would you like to grant a loved one the right to manage your affairs in digital services – for example, in the digital services related to healthcare and social welfare or in a pharmacy? Or perhaps you already manage the affairs of a loved one, but would like to do it more smoothly using digital services such as MyKanta or OmaKela?

If you do not have online banking IDs or a mobile certificate, you can grant a Suomi.fi e-Authorization at a service location of a wellbeing services county. The service is intended for people who cannot identify themselves electronically but want to authorise their trusted person to act on their behalf.  Currently eight wellbeing services counties provide this service.

The wellbeing services counties providing the assisted authorisation service will offer enhanced guidance on the service from 3 to 7 November 2025. 

How to authorise your trusted person

  1. Read the wellbeing services county’s instructions together with your trusted person.

  2. Agree on the matters the trusted person will manage on your behalf with the Suomi.fi e-Authorizations.

    In a wellbeing services county, Suomi.fi e-Authorizations can be granted for the following matters:

    • Managing matters related to healthcare, e.g. in MyKanta or in digital services provided by the wellbeing services county or private service providers | More information »

  3. Book an appointment at a service location of the wellbeing services county.

    The authorisation can be granted during the visit.

  4. Visit the service location of the wellbeing services county to register the Suomi.fi e-Authorizations.

    • Bring an identification document with you. 
    • You will also need the personal identification number of the person to be authorised. 
    • The person to be authorised does not need to be present.
    • Bring with you a completed mandate form Suomi.fi e-Authorizations – assisted authorisation of your own wellbeing services county.

  5. The Suomi.fi e-Authorizations will enter into force immediately.

    Let the authorised person know that they can now act on your behalf.

When is it not possible to grant an authorisation?

An authorisation cannot be granted in the following circumstances:

  • The assignor or assignee is a minor.
  • The assignor or assignee does not have a Finnish personal identity code.
  • A foreign assignor does not have a valid Finnish identification document.
  • The assignor does not understand what they are granting an authorisation for.
  • The assignor’s identity cannot be verified.
  • The assignee does not have any online banking IDs, a mobile certificate or a certificate card.  

Suomi.fi e-Authorizations in a nutshell

 With Suomi.fi e-Authorizations, private persons and organisations can safely grant mandates authorising someone else to act on their behalf.

  • Suomi.fi e-Authorizations can be granted independently if the person has online banking IDs, a mobile certificate or a citizen certificate. The service and its instructions can be found at suomi.fi/e-authorizations
  • You can grant a Suomi.fi e-Authorization for managing matters related to healthcare and social services and pharmacy services at the service locations of wellbeing services counties. 
  • If the assignor does not have online banking IDs or a mobile certificate, they can also fill in an application for the registration of a mandate  together with their trusted person. The application is signed and then submitted to the Digital and Population Data Services Agency.  
  • Suomi.fi e-Authorizations is a service maintained by the Digital and Population Data Services Agency.
