Stakeholders’ year 2026 – Information, training and cooperation

The services for estates will be reformed in close cooperation with stakeholders. We provide information, support, and practical means for different actors to help them prepare for the upcoming reform.

Support and engagement 

By working closely with stakeholders, we want to provide information to the right target group, at the right time. We share up-to-date information at various events, online and through newsletters. We organise one-on-one meetings and deepen customer insight.

Our goal is to make the reform preparations transparent and help you prepare for the changes well in advance.
The preparation of the shareholder register and authorisations service is progressing

During the first half of the year, we have met with banks, organisations acting as estate agents, and partners participating in the pilot. At these meetings, we have discussed authorisation services and the shareholder register.

In 2026, we will focus on:

  • discussing matters related to the piloting of the shareholder register and Suomi.fi e-Authorizations
  • testing and drawing up instructions
  • planning of training courses
  • cooperation with organisations acting as estate agents
  • private meetings with interested parties.

For the users of the shareholder register APIs, please note that the target schedule for the publication of the shareholder register information service is Q2–Q3/2027.

Training courses to begin in autumn 2026

During spring 2026, we will plan training for various target groups. The training courses starting in the autumn will focus on three themes:

  • authorisation
  • shareholder register
  • estate inventory deed and inheritance tax return

Training is organised in different forms:

  • public webinars
  • targeted training for professionals preparing estate inventory deeds
  • recordings that you can watch on your own time

We are also planning to organise Q&A clinics for stakeholders after the launch in 2027.

Through cooperation with stakeholders, we ensure that information on training reaches everyone affected by the reform.

Our central idea is clear: we want to implement the reform together with you.

The reform affects a broad range of stakeholders. State actors, municipalities and wellbeing services counties are involved in the project. We are also cooperating with the private sector. Law firms and the financial, burial and forest sectors play a key role.

The stakeholders represent around 45 sectors or organisation groups, and there are up to 2,600 individual organisations operating under them.

This shows that the services for estates affect many people. Through cooperation, we ensure that the needs of different target groups will be considered in the implementation of the reform.
