This accessibility statement describes how the Population Information System query adheres to the Act on the Provision of Digital Services, identifies accessibility shortcomings, and explains how you can provide feedback on any accessibility issues.

The Digital and Population Data Services Agency is responsible for this system. We aim to ensure that as many users as possible can access and use the system effectively. Accessibility is considered in the development of services, and their accessibility is regularly assessed as part of our planning and development processes.

How Accessible is the System?

This system partially meets the A and AA level accessibility criteria required by law (WCAG 2.1 guidelines). Some known accessibility issues are detailed below.

Detailed Information on Technical Accessibility

The browser-based Population Information System query has the following known accessibility issues:
•    Partial lack of guidance (WCAG 1.3.1, Level A, WCAG 1.1.1, Level A)
•    Some content functionality is not manageable through the keyboard interface (WCAG 2.1.1, Level A)
•    Error notifications are partially unclear (WCAG 3.3.1, Level A)
•    No option to skip repetitive blocks on pages (WCAG 2.4.1, Level A)

Efforts will be made to address these issues by the end of 2025.

Disproportionate Burden

The browser-based Population Information System query is not a public website. Its use requires the user to represent an organisation legally entitled to access information in the Population Information System, granted by a data license from the Digital and Population Data Services Agency. The system includes a broad range of search functions targeting Population Information System data. Each user can only access the functions for which they have been granted user rights.
A significant portion of the accessibility issues identified in the system’s audit concern features accessible only to a small subset of users, some exclusively available to the Agency's own personnel. Remedying accessibility issues for these specialised functions would result in very high per-user costs.

For a larger portion of current and future users, accessibility issues relate to core structural aspects of the system. Modifying these would not only incur significant costs but also risk disrupting other system functions. Accessibility standards as we know them today were not available during the system’s development in 2007.

The observations in this accessibility statement are based on an assessment conducted by a third party to evaluate the system’s compliance with legally defined requirements.
