Accessibility of electronic forms at the Digital and Population Data Services Agency

This accessibility statement explains how well the Digital and Population Data Service Agency’s electronic forms comply with the Act on the Provision of Digital Services, what shortcomings there are in the accessibility of the electronic forms and how you can give us feedback on accessibility issues.

The Digital and Population Data Services Agency is responsible for this electronic form. We want as many users as possible to be able to access our digital services. We take accessibility into account in the development of digital services. The accessibility of the services is assessed regularly as part of planning and development work.

How accessible is this electronic form?

This electronic form largely meets the A and AA level accessibility criteria required by law (WCAG criteria 2.1). The electronic form has some shortcomings in accessibility, which are described in more detail below.

Content or features that are not yet accessible

Non-text content

Adding an image to the form does not allow determining the alternative text, so a screen reader user does not have access to the same information as a user not using a screen reader.

The screen reader does not find the help text of fields or the content of pop-up notifications and ignores the determiner fields of radio buttons.

Information and relationships

The text field table header (th) is empty.

Contrast (minimum)

Some elements have low contrast.

Keyboard

Not all elements are accessible with a keyboard. If the form is filled out incorrectly, the warning icon cannot be accessed with a keyboard, so its hover text is not displayed.

Skip blocks

The column heading field in the text field table has an accesskey attribute that may conflict with the user’s shortcut keys.

Headings and labels

The field title and actual field (i.e. fieldset) do not have a legend. This affects the save section of the form and several of its field types.

Page language

If downloading an attachment fails or if a file save is ongoing, the notification in the English parallel form is in Finnish, and so is the alt text of the exit x on the notification.

 

How have we tested accessibility?

The accessibility of the electronic form has undergone regular internal testing as part of the design process.
