Instructions on managing population data for guardians of children whose personal data has been leaked

We recommend that you read the data leak guide in the Suomi.fi service if you are the subject of a data leak. The guide is intended in particular for adults whose personal data has leaked, but many issues also concern minors. However, there are some differences in the protection of the use a minor's population data and that of an adult.

Block a notification of move for a minor: a block for a guardian protects a minor

The Block a notification of move service prevents someone from submitting a false change of address for you. We will record the block in the Population Information System. When you want to submit a notification of move, you can cancel the Block a notification of move service.

A person aged 15 or over can block a notification of move on their own behalf in the Suomi.fi service, if they have have the means for strong identification in the service, such as online banking codes or a mobile certificate. A block on a notification of move submitted in the Suomi.fi service takes effect immediately. A person aged 15 or over may also block a notification of move on site at the Digital and Population Data Services Agency, in which case the block will enter into force with a delay. A person aged 15 or over can also cancel the Block on a notification of move service.

If it is necessary to apply the Block a notification of move service for a child under the age of 15, we recommend that the guardians apply the block service to their own data. When the child's guardian has implemented a block on a notification of move for themselves, the move of a child under the age of 15 cannot be processed without hearing the guardian separately.

A person under the age of 15 may also apply for the application of the Block a notification of move service, but this will require the written consent of both guardians and a visit to the Digital and Population Data Services Agency's service location by at least one guardian. The cancellation of a block on a notification of move also requires a visit to a service location. It is simpler to prevent the registration of a minor's notification of move by placing a block on the guardian's notification of move.

Prohibition on the disclosure of a minor's data

A non-disclosure of personal data can be submitted in the Population Information System This will prevent the disclosure of data from the Population Information System. There are prohibitions of different scopes and they can be managed in the Suomi.fi service once you have identified yourself in the service. A person aged 15 or over can independently manage their own prohibition on the disclosure of information in the Suomi.fi service if they have have the means for strong identification, such as online banking codes.

Guardians may prohibit the disclosure of the data on a child under the age of 15 by filling in the form available on the dvv.fi website and sending it to the Digital and Population Data Services Agency by encrypted e-mail or post. The form requires the signatures of both guardians. If information on a dependent aged 15 or over is reported on the form, their signature is also required on the form.
