Digihumaus report 2022: The authorities' possibilities of processing and solving matters only digitally should be increased

“We should increase the authorities’ possibilities of processing and solving matters only digitally in Finland. The authorities should be able to make and send decisions only digitally to all those who can use digital services,” says Janne Viskari, Director General of the Digital and Population Data Services Agency.

“We should increase the degree of automation and enable more extensive automated decision-making while solving the related issues of responsibility and legal protection at the same time. Additionally, our society should strengthen the role of shared digital infrastructure and efficient basic registers and consider the cross-administrative impacts of digitalisation more effectively in legislation,” Viskari continues.

This is indicated in the Digihumaus 2021 report published by the Digital and Population Data Services Agency on 1 April 2022. The report presents four possible future scenarios that might happen in Finland in the future. The report also presents development proposals that could be used to respond to the societal challenges and trends of change in the near future by making better use of existing and new technologies and by developing administrative practices.

Scenarios help directing the digitalisation development

The scenarios until 2030 included in the Digihumaus report help anticipate future developments, direct the development of digitalisation, and build digital public services to support a smoother everyday life.

“The scenarios are not forecasts of the future, but possible and alternative future visions and descriptions of the operating environment. Instead of one certain truth, the right steps can usually be found between the different scenarios: all scenarios include features that will be realised,” Viskari continues.

The Digihumaus 2022 report, “Four scenarios for the future of digitalisation”, was released on Friday, 1 April 2022 at the Digihumaus webinar, focusing on digitalisation and organised by the Digital and Population Data Services Agency. The report is a continuity of the Digihumaus reports from the three previous years.
