Prioritising digital services is a significant change in Finland that affects the daily life of almost every citizen and resident.

The transition to primarily digital official communications means that the number of people who receive electronic messages will grow significantly.

Currently, there are approximately 4,300,000 users of Suomi.fi e-Identification for digital transactions. Of them, approximately 1,500,000 people receive digital messages from the authorities.

In other words, the transition to digital official communications will introduce Suomi.fi Messages to roughly 2,800,000 new users. This requires the authorities and support services to provide significant guidance and digital support.

Transition to primarily electronic official messages requires that public administration organisations

  • make more comprehensive use of Suomi.fi Messages and send decisions and other notifications to citizens,
  • make the necessary changes to their own case-handling processes,
  • format messages they send to customers in such a way that their content is logical for an electronic message
  • inform their customers about the transition electronic official communications and how they will receive decisions and other notifications regarding their matter.

Suomi.fi Messages – key of the change

Suomi.fi  Messages is the public administration common solution for organisations to send their decisions and other notifications electronically to their customers. If the organisation’s customers do not want to receive electronic messages, the service will forward the messages to them as traditional letters.

Under the Act, public administration organisations, such as municipalities, wellbeing services counties and central government organisations, are required to send electronic notifications to their customers through Suomi.fi Messages.

Organisations can connect the service to their own services or use turnkey software solutions from ICT suppliers with an existing connection to Suomi.fi Messages. Many software providers have built integrations for Suomi.fi Messages into their services.

Messages makes streamlines the organisation’s operations, speeds up service processes and significantly reduces mailing costs.

Communication material on the change

We will be publishing support material for public administration organisations to communicate the change to their customers and personnel.

  • On 4 April 2025, we will publish a material package that focuses on communicating about the upcoming changes in spring 2025
  • In autumn 2025, we will publish a material package for communicating about the change in early 2026.

Suomi.fi Messages support clinics in the spring 2025

Does your organisation need support and guidance in matters related to the deployment and use of Suomi.fi Messages?
From February 2025, the Digital and Population Data Services Agency will organise support for public administration organisations for using Suomi.fi Messages.

Events will be organised every other Friday between 8:30 and 9:00 AM starting from 7 February 2025 as follows:

  • Friday 7 February 2025: Basics of Suomi.fi Messages for organisations
  • Friday 21 February 2025: Impacts of life events - a wellbeing services county perspective on the utilisation of Suomi.fi Messages
  • Friday 7 March 2025: Suomi.fi Messages functionalities
  • Friday 21 March 2025: Setting up internal support within the organisation
  • Friday 4 April 2025: Printing, enveloping and distribution service
  • Friday 11 April 2025: Security in Suomi.fi Messages
  • Friday 25 April 2025: Activation of Suomi.fi Messages
  • Friday 9 May 2025: Experiences of administrative deployment
  • Friday 23 May 2025: What can an organisation send through Suomi.fi Messages?
  • Friday 6 June 2025: Support provided by organisations’ customer service for using Suomi.fi Messages

At the events, we provide public administration organisations with up-to-date information on Suomi.fi Messages and help them with technical and administrative challenges related to the service.

Digital Priority briefings for digital support providers and customer service representatives

Digital Priority briefings for digital support providers and, for example, people that work in the authorities’ customer service will be held once per month in spring. These are events in which we explain what the change is about, who the change concerns, what will happen next and when. The events aim to describe how and when the change will reflect in the daily work of digital support providers as concretely as possible. There will be time for questions and discussion.

The introduction of the briefings will be recorded, and links to the recording will be included on the digital support event page.
