You can now block changes of address electronically as well
From now on, you can file a block on a notification of move to the Digital and Population Data Services Agency electronically as well. The block can be filed through Suomi.fi Messages.
“In the past, blocking a notification of move always required visiting a Digital and Population Data Services Agency service location. Now you can do it electronically, too. You can also remove an existing block through Suomi.fi Messages. The service requires strong identification using Finnish banking IDs or a mobile certificate and activating Suomi.fi Messages”, says Jari Taipale, Director of Register Services at the Digital and Population Data Services Agency.
The Digital and Population Data Services Agency developed an electronic channel for blocking notifications of move on an accelerated schedule this week.
“With this new electronic channel, we are doing our part to make things easier for the victims of data breaches by offering them easier ways of managing their affairs and securing their data. Although you should remember that you have to file a separate block with Posti as well”, Taipale says.
What does blocking a notification of move mean?
The possibility to block a notification of move is intended for those whose information has been used for a false notification of move, or who fear that their personal information could be used for making a false notification of move to the Digital and Population Data Services Agency. In such cases the person has usually either lost their identification documents or they have been stolen. Often a criminal complaint has been filed in the matter.
After filing a block on a notification of move, a person’s information cannot be used for making such a notification in the electronic service (muuttoilmoitus.fi) or by using forms available at Posti or the Digital and Population Data Services Agency. The block also prevents the person in question from filing a notification of move through these channels.
“If someone has a block on a notification of move, they can only file a notification of move by personally visiting an office of the Digital and Population Data Services Agency. If the person wants to file a notification of move electronically or with a form, they have to cancel the block first. The cancellation can also be done through Suomi.fi Messages or by visiting a Digital and Population Data Services Agency service location", Taipale says.

What are Suomi.fi Messages?
Suomi.fi Messages are a fast and safe way to receive official messages in electronic format instead of paper mail. When you start using the service, you will receive official messages (e.g. decisions and communications) electronically in the Messages box of the Suomi.fi web service. When you start using the service, you will no longer receive messages as paper mail. For example, tax authorities, the Helsinki University Hospital, and the police use Suomi.fi messages. Using Suomi.fi Messages requires strong identification using Finnish banking codes or a mobile certificate. You can also read Suomi.fi Messages at the Suomi.fi mobile application.
