It is a good idea to prepare the annual statement in the new Guardianship e-service

The preparation of the annual statement is topical for guardians and accountable attorneys with a continuing power of attorney. For the first time, this can be done completely digitally in the Digital and Population Data Services Agency’s new Guardianship e-service. The final date for submitting the statement for 2024 is 31 March 2025.

The Guardianship e-service has been developed for private guardians and attorneys with a continuing power of attorney. It is now possible to prepare a property inventory and annual statement and apply for permits in the service. Private guardians can also use it to prepare a final statement. The service is available in Finnish and Swedish language.

The service makes it much easier to prepare a annual statement: It provides guidance on what information and appendices are required for accounting. It also retrieves the parties’ contact details from different systems, for instance. Preparing subsequent statements will also be easier when the previously entered data is used as the basis for them.

“We expect to review some 30,000 annual statements from last year. That is why we recommend preparing them in the Guardianship e-service, as it will streamline the work of both the client and the processor. We can now audit materials regardless of the location, especially as we will convert any statements submitted in paper form into electronic format from now on,” says Chief Specialist Jukka-Tapio Yli-Kauppila from the Digital and Population Data Services Agency.

Paper statements will be scanned – and not returned

If you cannot prepare an annual statement online, you can prepare it using the paper form and deliver it by post to Digital and Population Data Services Agency, P.O. Box 1004, 00531 Helsinki. In other words, you should no longer submit your statement to the nearest service location.

Any receipts and documents submitted with the statement form will be scanned, which is why they should not include any staples, paper clips, plastic folders or other folders. After scanning, the annual statements will be destroyed securely. It is a good idea to only submit copies to the agency – you should keep any original attachments in a safe place. 

The new e-service streamlines the use of services 

The Digital and Population Data Services Agency is tasked with supervising that matters related to the property of persons under guardianship and granters of a power of attorney are handled appropriately. The Guardianship e-service enables guardians and attorneys with a continuing power of attorney to smoothly fulfil all their obligations.

Preparing annual statements is the latest update to the Guardianship e-service. Last year, permit applications and the preparation of a property inventory and final statement were introduced in the service. The e-service was already used by thousands of people in 2024. Feedback from clients has mainly been positive.

As the Finnish population ages, the need for guardianship grows. When permits are applied for and statements are prepared in the new e-service, the agency saves time by avoiding the manual processing of data, and experts can focus on actual auditing, among other matters.
