There are now more reasons to connect Suomi.fi Messages to different vendor systems than ever before.
- The new REST API is an easier and more modern way to establish the connection.
- The legislation on the priority of digital official communications, which will enter into force in 2026, will require both individuals and public authorities to use Suomi.fi Messages.
- The transition to digital official communications will introduce Suomi.fi Messages to roughly 2,800,000 new users.
- The change will require more public administration organisations to send decisions and other messages to their customers electronically via Suomi.fi Messages.

Transition to primarily electronic official messages requires the following from system vendors:
- build the integration with Suomi.fi Messages in your ICT system
- talk to your customers about Suomi.fi Messages and its benefits
- help your customers activate Suomi.fi Messages through your integration

The possibility to read official mail via private digital mail services is coming later - What does this mean for system providers?
In 2026, when legislation on the digital priority of official mail comes into force, official mail will chiefly be delivered digitally to everyone who uses electronic services. Suomi.fi Messages will be activated without separate consent for adults who identify in the authorities’ electronic services through Suomi.fi e-Identification if they have not yet activated the service.
Later in 2026 the aim is that citizens would also be able to use private digital mail services to electronically access and read official mail they receive in addition to Suomi.fi Messages.
By starting to use the new REST interface for Suomi.fi Messages, public administrationorganisations will also be prepared to use the private digital mail service operators. Authorities will continue to communicate through a centralised background service administered by the Digital and Population Data Services Agency. This service will be used for the integration with private services.
Public administration organisations must not build direct connections to private digital mail services, as the current legislation does not allow using private actors for official notifications.
