Associations should switch now to using Suomi-fi e-Authorizations

Use of the Katso service will be discontinued. The Katso service will be replaced by Suomi.fi e-Identification and Suomi.fi e-Authorizations. Associations should now already set up their Suomi.fi e-Authorizations so that they can also be using them with the Tax Administration, the Incomes Register, the Social Insurance Institution and other au-thorities once the Katso service comes to an end.

Instead of Katso IDs, login to e-services will in future involve use of strong personal identification methods such as online banking IDs, mobile certificates, ID cards issued by the police or smart cards issued by the Digital and Population Data Services Agency.

Users of Suomi.fi e-Authorizations will not need any separate identifiers. Katso IDs will be completely disabled.

If you are the chair of an association in the Register of Associations or a person entitled to sign for such an association, you can use MyTax, Lomake.fi and Ilmoitin.fi on behalf of the association without a separate authorisation. Read more

The mandates currently in use for the Katso service must be renewed – the information will not be automatically transferred to Suomi.fi e-Authorizations

From January 2021, it will no longer be possible to use Katso IDs for identification and the roles and mandates in the Katso service will no longer be valid. The mandates currently in the Katso service will not be automatically transferred to the new service; they must be separately created as Suomi.fi e-Authorizations.

Suomi.fi e-Authorizations are used, for example, with public administration e-services. E-services transferring from Katso to e-Authorizations provide instructions to their customers on the necessary mandates and the timetable for the transition to the new system. Most associations can independently set up mandates in Suomi.fi e-Authorizations

A person who has the right to represent the association on their own (acting alone as a signatory) can log in to Suomi.fi e-Authorizations using their own personal identification tokens. They can independently manage the association’s mandates in the Suomi.fi service. For example, the chairman of an association may have the right to represent the association on their own.

The Suomi.fi service checks the person’s right of representation from the PRH association register.

For the Tax Administration's services, the chairperson may represent the association without a separate mandate even if the Register of Associations does not list them as have a sole right of representation.

You can confirm your association's registered representation rights by purchasing an extract from the information service of the Register of Associations. An extract from the register costs EUR 3.22 (incl. VAT 24%). Go to the information service of the Register of Associations.

In some cases, logging in to Suomi.fi e-Authorizations does not work even though the person has been entered in the Register of Associations as having a sole right of representation.

In such cases, submit a request for verification to the Register of Associations using the feedback form on prh.fi. Select "Associations" in the form. In the text field, write that Suomi.fi e-Authorizations are not working, and provide the following information:

• Business ID of association
• Name of the person who cannot be authorised
• Email address for receiving a reply.

The signing rules of some associations require that two or more representatives jointly represent the association. In these cases, send the mandate application and its appendices to the Suomi.fi Mandate service provided by officials.

What is the Katso service?

Katso organisation identification and mandate management is a method created for companies and communities to identify themselves when using official electronic services. The Katso service will be discontinued on 31 December 2020 and it will be replaced by Suomi.fi e-Identification and Suomi.fi e-Authorizations.

What is Suomi.fi e-Authorizations?

Suomi.fi e-Authorizations is an electronic mandate self-service in which companies, associations and individuals can authorise a person, a company or an organisation to handle matters on their behalf.

What is a mandate in Suomi.fi e-Authorizations?

A mandate in Suomi.fi e-Authorizations is an electronic power of attorney, the details of which are entered in the authorisation register. When a person wishes to act on behalf of another person in a service that uses Suomi.fi e-Authorizations, their right to do so is checked in the up-to-date basic data registers.

What is the Mandate service provided by officials?

The Mandate service provided by officials is intended for those who are unable to start issuing e-Authorizations by themselves.

In the mandate service provided by officials, an organisation applies for the right to grant a mandate or the representative’s right to grant a mandate for the member of the organisation who manages mandates in the organisation. The official registers the mandate on the basis of the application.

The person who has been given the right to grant a mandate will be able to independently grant mandates to other persons or organisations acting on behalf of the organisation in Suomi.fi e-Authorizations. Under Suomi.fi e-Authorizations, a person who has received the right to authorise a representative may, on his or her own initiative, 1) give to other persons the mandates to represent granted by a person, company or organisation to another company or organisation and 2) request that other companies, organisations or persons provide them with the mandate to handle the assignor's affairs.
