A property management plan, a forest plan and the sale of forest
The Digital and Population Data Services Agency can require that you as a guardian draw up or commission another party draw up a plan for the management and use of your client’s property. This will be influenced by the amount and quality of your client’s property. As guardian, you can also take initiative and submit an application to confirm a management plan for the use and management of property.
If your client owns forest property, you can have a forest plan drawn up and submit an application for the confirmation of the plan. If your client’s forest (trees) are sold in accordance with a confirmed forest plan, you as their guardian do not need to apply for a permit for the sale of forest.
If you sell your client’s forest or soil materials without an approved management plan, the sale of forest and soil materials is subject to a permit. You will also need a permit for an agreement that provides the right to harvest the forest or extract soil materials.
Soil materials refer to rock, gravel, sand, clay, peat and soil.
Before making any decisions concerning the tasks you are charged with, ask for your client's opinion, if it is important to do so and the hearing can be arranged with significant difficulty. However, a hearing will not be necessary, if your client is unable to understand the meaning or significance of the action.

Fill in the application and submit it and its attachments to the Digital and Population Data Services Agency.

The processing of your permit application will be faster if you submit all the necessary attachments at the same time with your application. Where necessary, we will ask you for supplementary data.

Required attachments for the confirmation of a property management plan
You will need to submit the following attachments for the confirmation of a management plan:
- A management plan, which must include information on the client’s wealth, changes to this and a plan for the use and management of property
- If your client is a minor aged 15 or over or an adult whose functional capacity is not limited and they understand the significance of the matter, attach the client’s written opinion on the legal action to the application.
Required attachments for the confirmation of a forest plan
You will need to submit the following attachments for the confirmation of a forest plan:
- Forest plan
- If the property is owned by an estate to which the client is a stakeholder, attach a copy of the estate inventory deed, a copy of the deceased person's potential will, including its service of notice or certificate of validity, and a copy of any prenuptial agreement to the application.
- If your client is a minor aged 15 or over or an adult whose functional capacity is not limited and they understand the significance of the matter, attach the client’s written opinion on the legal action to the application.
Required documents for the sale of forest or soil materials
When applying for a permit to sell forest or soil materials on behalf of your client, you will need the following attachments:
- Contract document or its draft
- If the property is owned by an estate to which the client is a stakeholder, attach a copy of the estate inventory deed or a confirmed list of stakeholders to the deed, a copy of the deceased person's potential will, including its certificates of notification or validity, and a copy of any prenuptial agreement to the application.
- When selling forest, an expert's assessment on the sales price or the tenders received
- When selling soil materials, an assessment by an expert on the sales price
- If the owners have assigned forest sales to a forest management association or other agent, attach the assignment agreement and a summary of the volume and price estimate of the timber trade to the application.
- If your client is a minor aged 15 or over or an adult whose functional capacity is not limited and they understand the significance of the matter, attach the client’s written opinion on the action to the application.

- Ensure that the action is in your client’s best interest.
- Discuss the matter with your client and find out their opinion, if the client is able to understand the significance of the matter.
- Check that you have all the necessary attachments for the permit application. The attachments to the application may be copies.
- You will need a forest plan which covers a time period of ten years in order for the plan to be confirmed. These are drawn up for example by forest management associations and larger forestry companies.
Price
The confirmation of a property management plan costs EUR 184.
The processing price of an application for a permit to sell forest and soil materials is 184 euros.
Processing period
The average processing time for permit and authentication matters is two months.
As a rule, cases are processed in their order of arrival. In individual cases, the processing time may be less or more than this depending on the size and complexity of the matter. Processing times are longer when not all necessary reports have been included as attachments to the application.

Frequently asked questions
You do not need to apply for a separate permit for the sale of forest, if the transaction is carried out in accordance with the confirmed forest plan. However, please submit the documents concerning this sale of forest at the same time as you submit the following annual statement to us.
The forest management and felling suggestions supplied in the Metsään.fi service are calculated proposals produced for the following five years produced from map data and which can be used to support decision making in forestry. The Digital and Population Data Services Agency generally only confirms a forest plan for a period of ten years, and it must be based on a check carried out in the terrain and a more detailed inventory of the trees in the owned forest. Forest plans are drafted for example by forest management associations and larger forestry undertakings.
