Notification of move
According to Finnish legislation, you must always submit a notification of move if you move permanently into a new home or if your temporary stay at another address is longer than three months. You also have to inform the authorities if you are leaving Finland to move abroad, moving to Finland from abroad or changing your address abroad.
It is not possible to record a holiday home as a permanent address in the population register. Therefore it is not possible to move permanently into a holiday home.
The notification of move can be made at the earliest one month in advance. However you must take care of that the notification has been received by the Digital and Population Data Services Agency within a week of your move at the latest.
By submitting a notification of move you can notify your new address simultaneously to the national Population Information System maintained by the Digital and Population Data Services Agency as well as to the register of Posti.
The possibility to block a notification of move is intended for use by those whose information has been used for a false notification of move, or who fear that their personal information could be used for making a false notification of move to the Digital and Population Data Services Agency. Easiest way to block a notification of move is to message the Digital and Population Data Services Agency through Suomi.fi Messages.
Due to the changes caused by the corona virus some companies have suspended the updating of their customer registers with the information from the population information system. Please be prepared to report your changed address to the companies you are a customer of.

Please consider these things before:
You may submit a notification of yourself and your family members moving with you. If another guardian moves from a common home with minor children, the signature of both guardians is required. In this case, use the paper relocation notification form.
When you move from the Nordic countries to Finland the notification of move must be made in person at the service location of the Digital and Population Data services Agency.
When moving to Finland from other countries, you can file a notification of move electronically if your information is already in the Finnish Population Information System. Otherwise, notification of move must be made in person at the service location of the Digital and Population Data services Agency.

A notification of move can be submitted either electronically in the muuttoilmoitus.fi online service or by submitting a paper form.
To identify yourself in the muuttoilmoitus.fi online service, you need Finnish online banking codes or a mobile certificate. Paper forms are available at the offices of Posti or the Digital and Population Data Services Agency.
You cannot submit a notification of move by telephone.
When you move house abroad, you can submit your new address using the form available on the Digital and Population Data Services Agency’s website at dvv.fi/forms.
The notification of move can be made at the earliest one month in advance. However you must take care of that the notification has been received by the Digital and Population Data Services Agency within a week of your move at the latest.
Make your notification well in advance before your move to make sure your post will immediately be delivered to the right address. Up-to-date address information will speed up handling of matters at your home municipality, your taxes will be directed to the correct municipality and at elections you can vote at the nearest polling station.

Your address details will automatically be forwarded from the Population Information System to many public authorities including municipalities, the Finnish Transport and Communications Agency's (Traficom) Vehicular and Driver Data Register, the Social Insurance Institution of Finland (Kela), the Finnish Tax Administration and the Finnish Defence Forces. In addition, many pension institutions, banks and insurance companies receive your new address details without you having to notify them separately. Also many other companies, such as publishing houses and energy companies, as well as associations receive your new address details, unless you have forbidden the disclosure of your personal information.

Yes. The Finnish authorities need to be told about any change of address, even when a Finnish citizen moves from one address to another abroad. This applies both when moving within one foreign country or from one foreign country to another. You may notify the Digital and Population Data Services Agency of your address abroad. You may also notify it in your country of residence via the local Finnish consulate, etc. Read more about living abroad here.
You can notify a change of address taking place abroad by submitting the form available on the Digital and Population Data Services Agency’s website at dvv.fi/forms.
You can send the notification form electronically to the Digital and Population Data Services Agency on the Agency’s website and in the Suomi.fi Web Service.
Alternatively, you can submit the form in a letter to your chosen office of the Digital and Population Data Services Agency (www.dvv.fi/yhteystiedot) or to a Finnish diplomatic mission abroad.
The guardians of a minor are together responsible for notifying the move of a minor. If the guardians are not both moving together with the child, they must use a form signed by both of them to submit the notification. If the whole family, the child and the child’s both guardians, move together from the same address to a new one, one of the guardians can submit the notification of move on behalf of the whole family.
Minors who have reached the age of 15 can also submit their own notification of move themselves.

In 2014 local register offices took the position that it is not possible to record a holiday home as a permanent address in the population register. Therefore it is not possible to move permanently into a holiday home. This position is based on the decision of The Supreme Administrative Court, according to which a holiday home cannot be used for year-round living without changing the purpose of the building. The building control services of a municipality make the decision on the changing of the purpose of the building. Digital and Population Data Services Agency has not taken a different position on this matter.

When your notification of move has been processed, the details of your new address will automatically be updated to the Population Information System. Please note, however, that the new address will never be updated to the Population Information System before the date of your move. You can check the address recorded for you in the Population Information System yourself in our Check Your Registered Data service.
Notifications of move are processed in the order they are received. The processing time for notifications of move is longer than usual at the turn of the month, especially in December/January, May/June and August/September. Especially the start and end of semesters at different educational institutions affect these dates.
You are moving temporarily if you move from your permanent address to live in another address for a time period shorter than one year and will then return to the same permanent address. When you move temporarily, your permanent address will also remain valid. An end date must always be submitted for a temporary address.
According to the Municipality of Residence Act, a person’s municipality of residence is the municipality in which the person actually lives. Exceptions to this rule include living in sheltered housing or an institution in another municipality.
For receiving post, you can notify to the Digital and Population Data Services Agency a postal address that is different from the address in which you live.
You can submit the postal address in the www.muuttoilmoitus.fi service. Mention in the field for additional information that the address concerned is a separate postal address. Alternatively, you can notify the postal address using a paper form. You will find the paper form by selecting the topic “Separate postal address that is not the address of permanent residence” in the section of the Digital and Population Data Services Agency.
Please note that regardless of a postal address, you must always notify the Digital and Population Data Services Agency when the address in which you live changes and you live in the new address for at least three months.
You can notify the Digital and Population Data Services Agency in writing of an extra resident registered as living in your apartment. The written notification must include the name and date of birth or personal identity code of the person submitting the notification, the address of the apartment and the details of the persons actually living in the apartment. If you know where the extra resident has moved to, also mention that in the notification.
