Elisa Desk
Elisa Desk, the multi-channel customer service system used by the Digital and Population Data Services Agency is an internal work management tool used by the agency to manage internal contacts between customers and the agency. Emails sent by customers to the Digital and Population Data Services Agency as well as service requests made by customers by telephone, chat, text message or video connection are stored in the Elisa Desk system. Service requests by internal customers (personnel) are also stored in the system.

The Elisa Desk system enables the centralised management of customer contacts and enquiries to the Digital and Population Data Services Agency. The data in the register is processed to identify the customers and users of the Digital and Population Data Services Agency and to serve them in different contact situations.
The personal data contained in the Digital and Population Data Services Agency 's electronic case management system are processed on the basis of Article 6(c) of the EU General Data Protection Regulation. Personal data is processed as part of the provision of the Digital and Population Data Services Agency’s statutory services. Provisions on the activities and certain services of the Digital and Population Data Services Agency are also laid down in the Act on the Population Information System (661/2019) and the Population Register Centre 's Certificate Authority Services and the Act on Joint Administrative Electronic Support Services (571/2016).
The data recorded in the system is retained for one (1) year after closing the ticket created at the time of contact.
The personal data processed in the Elisa Desk system for both the customer and the officials using the system include:
- Forename and surname
- Address
- Email address
- telephone number of the public official responsible for the matter
- The means of contact and the time information related to the contact, such as the time at which an email arrived and the start and end times of a phone call.
The personal data of officials using the system that is processed in the Elisa Desk System also includes:
- Role (User, Main User)
- Job title
- name of the organisation
- organisation 's contact details
Other data content:
- the contents of the message header and message field sent by the client, any attachments and the means of contact
- the contents of the message header and message field sent by the authority to the client, including any attachments
Information is obtained from the customer personally, and information already held by the Digital and Population Data Services Agency or partners may be attached in order to process a matter. As a rule, partners are other relevant authorities.
The contact details of Digital and Population Data Services Agency employees are recorded in the system as necessary in accordance with access rights requests.
Data will not be disclosed from the system, except when the processing of the matter requires the transfer of the matter to another authority.
The service is provided by Elisa Oy, from which Valtori purchases the service in question.
Personal data will not be transferred outside the EU or EEA countries or to international organisations.
Personal data will not be used for automated decision-making.
Right of inspection
You have the right to gain access to your personal data and check its content.
You can send a request to check your personal data to the Registry office of the Digital and Population Data Services Agency. Be prepared to provide proof of identity.
Right to revision
You have the right to correct your personal data when you observe that it is inaccurate or incorrect. Submit the written request to the registry’s contact person. In the request for revision, state the information to be corrected and its exact change or addition. Be prepared to provide proof of identity.
Limitations to the rights of the data subject
Most of the services provided by the Digital and Population Data Services Agency are based on compliance with the controller's statutory obligation or on the performance of a duty of public interest or the exercise of public authority. In these cases, you cannot request that your personal data be deleted or transferred to another system, and, as a rule, you cannot oppose the processing of your personal data.
If you feel that your personal data is being processed unlawfully, you can file a complaint with the Office of the Data Protection Ombudsman.
