For organisations
The digital priority of official mail came into force in April 14, 2026. The transition to digital official communications significantly increases the number of recipients of electronic government messages. In August 2026, Suomi.fi Messages was already used by more than 4 million people.
An electronic mailbox in Suomi.fi Messages is created when a person identifies to a public administration e-service (such as MyVero, MyKela, or Traficom’s e-service) through Suomi.fi e-Identification.

Suomi.fi Messages make electronic official communications easier and more straightforward for organisations
Suomi.fi Messages is the public administration common solution for organisations to send their decisions and other notifications electronically to their customers.
Under the Support Service Act, public administration organisations, such as municipalities, wellbeing services counties and central government organisations, are required to send electronic notifications to their customers through Suomi.fi Messages.
Moving to primarily electronic official communications requires some changes in how public sector organisations operate.
Public administration organisations are required to
- make more comprehensive use of Suomi.fi Messages and send decisions and other notifications to citizens using the service,
- make the necessary changes to their own case-handling processes,
- format messages they send to customers in such a way that their content is logical for an electronic message
- inform their customers about the transition electronic official communications and how they will receive decisions and other notifications regarding their matter.
If the organisation’s customers do not want to receive electronic messages, Suomi.fi Messages sends the messages sent by authorities to them as traditional letters.
Organisations can
- connect the service to their own services or
- use turnkey software solutions from ICT suppliers with an existing connection to Suomi.fi Messages.
Many system suppliers have built integrations for Suomi.fi Messages into their services.
Join our online info sessions and support clinics!
As the number of Suomi.fi Messages users grows, there is a high demand for guidance and support from public authorities and organizations providing digital assistance.
The Digital and Population Data Services Agency supports organizations during this transition by offering Finnish-language online info sessions and support clinics twice a month in autumn 2026.
These events cover current topics related to the “Digital First” approach and showcase how organizations can use Suomi.fi Messages in official communications.

Use the support materials to communicate about the change
We have published support materials for public administration organisations to help them communicate the transition to digital government mail to their customers and staff.
Plans are being made to include private digital mail services
Later in 2026 the aim is that citizens would also be able to use private digital mail services to electronically access and read official mail they receive in addition to Suomi.fi Messages. The exact timetable depends on when private digital mail services join the system.
By starting to use the REST interface for Suomi.fi Messages, organisations will also be prepared to use the private digital mail service operators.
Authorities will continue to communicate through a centralised background service administered by the Digital and Population Data Services Agency. This service will be used for the integration with private services.
