The number of Suomi.fi Messages users exceeded four million – digital official mail is rapidly becoming an established part of the everyday lives of Finnish people

The number of Suomi.fi Messages users has exceeded four million. Since the entry into force of the legislation on the priority of digital official communications, the use of the service has increased rapidly. For a growing number of Finns, electronic official mail has become an ordinary way to receive messages from the authorities.

The authorities use Suomi.fi Messages for sending decisions, notifications and other mail electronically. More than 400 public administration organisations send messages through the service.

– Reaching the milestone of four million users indicates that digital official mail has rapidly established itself as part of the everyday lives of Finns. People want to receive official messages easily, safely and in electronic format regardless of time and place, says Project Manager Annette Hotari from the Digital and Population Data Services Agency.

Most of the people who deal with the authorities digitally are already covered by digital official communications. However, the number of Suomi.fi Messages users will continue to grow until the end of the year as people using the authorities’ digital services are directed to start using Suomi.fi Messages when they identify themselves in any of them. 

Authorities increasingly reach their customers digitally

The volume of official mail transmitted via Suomi.fi Messages has increased sharply as the number of users has grown. In January-August 2026, some 31 million electronic messages were transmitted through Suomi.fi Messages. The figure is almost as high as the total for 2025. Compared to the corresponding period in 2025, the number of electronic messages increased by almost 90 per cent
The growth means that authorities can reach a larger share of their customers electronically than before. At the same time, customers are more likely to receive their official mail quickly and in one place.

In the spring, the expansion of digital communications with the authorities increased the need for providing advice. The most common contacts concerned identification, finding messages and opening attachments. During the summer, the number of contacts has evened out.

– Support for activating and using digital services is available throughout the country. The advisory services help you with such matters as finding messages, opening attachments and identifying yourself. You can also get help if you want to receive your official mail on paper in the future, Hotari says.

Paper mail is still an option

The priority of digital official communications does not mean that everyone should receive their official mail digitally. Since the entry into force of the Act, approximately 165,000 people who use digital services with the authorities have chosen to receive their official mail on paper. This corresponds to about 4 per cent of all persons dealing with the authorities digitally.

People can interrupt the reception of Suomi.fi Messages in the service settings or through Suomi.fi Messages advisory services, after which they receive the mail sent by the authorities on paper instead of via Suomi.fi Messages. The selection is valid for at least one year and continues after that until the next time the person logs in to an authority’s digital e-service.

Not all authorities use Suomi.fi Messages yet, so even Suomi.fi Messages users may still receive some of their official mail on paper.
